Harry and Hagrid were not the first to return to The Burrow. A few minutes earlier, while Silvan had still been walking over from the village entrance, Remus Lupin and Nymphadora Tonks had already returned.
Tonks was a Metamorphmagus who could easily transform into Harry without even needing to drink Polyjuice Potion, so naturally she was part of this plan.
They had been very lucky. They had encountered no Death Eaters along the way and returned smoothly along the planned route.
When Mrs. Weasley and Ginny had come out earlier, the two of them had been inside The Burrow, vigilantly watching Silvan's every move.
Both had their wands in hand, ready to act without hesitation if they noticed anything wrong.

"Everything was going smoothly at first," Hagrid said. "After we set off, I followed the route Alastor gave us to Tonks's parents' house, but just as we left Little Whinging, we ran into Voldemort—"
"Wait, what did you say?" Lupin shot to his feet, staring at Hagrid in disbelief.
"You ran into Voldemort?"
"That's right." Hagrid's voice was heavy. "He seemed able to see through the Polyjuice Potion disguise. He knew the Harry beside me was the real one."
