The war in Northrend had temporarily ended, and the expeditionary forces of both the Alliance and the Horde began withdrawing from Northrend in batches.

Yet fierce naval battles inevitably erupted during the withdrawal. After absorbing the Bloodsail Buccaneers, the Alliance First Fleet had replenished its strength, but it was still suppressed by the Iron Fleet and the Magic Fleet.

The Argent Crusade and Scarlet Onslaught of the Kingdom of Lordaeron established permanent observation posts on Icecrown Glacier. Even though Icecrown Glacier had suffered a nuclear strike, no one knew whether undead still lurked in its corners or beneath its surface.

With the Lich King Arthas defeated and the Scourge eradicated, Northrend was no longer quite so dangerous. The rebuilt Kingdom of Lordaeron occupied nearly all the land in Howling Fjord. Lordaeron refugees who had once watched from afar began returning in great numbers, including elite soldiers from the Alliance Valiance Expedition, the Seventh Legion, and the Alliance Expedition in Outland. This allowed the Kingdom of Lordaeron, which had previously relied solely on the Silver Hand and Scarlet Crusade, to reestablish the Royal Guard Legion.

The Kingdom of Lordaeron no longer laid claim to land in the Eastern Kingdoms. With Lordaeron's current population, Howling Fjord was more than sufficient. The rebuilt kingdom needed time and therefore could not involve itself in the struggle between the Horde and the Stormwind Alliance.

Guardian Med'an became the Guardian personally chosen by Algalon the Observer, gaining immense power. The voice of the Council of Tirisfal could no longer be ignored.

Thus, Guardian Med'an established several new rules:

First: No race was to abuse magic. Should another incident like Dalaran occur, the Guardian and the Blue Dragonflight would revoke humanity's right to use magic entirely.

Second: Cosmic warships such as the Hyperion and Xenedar were forbidden
