After completing the succession ceremony and launching a full-scale war against the Alliance, Rend gathered the leaders of the Horde races in the Warchief's Hall and convened the second war council.

Although the Warchief nominally held the highest authority, he still needed the close cooperation of every Horde ally.

A map of Azeroth lay on the floor of the Warchief's Hall. Red and blue marked the territories controlled by the Horde and Alliance respectively, while special pieces represented military forces.

"According to intelligence from the Uncrowned, the Alliance First Fleet, led by Duke Falrevere, the former leader of the Bloodsail Buccaneers and current admiral, has somehow acquired vast quantities of food and gold, allowing Stormwind to once again possess abundant supplies."

After revealing the intelligence gathered by the Uncrowned, Rend placed Alliance pieces on Duskwood, Loch Modan, and the Barrens.

"Stormwind is continuously reinforcing Duskwood and the Barrens. They likely intend to retake Duskwood before attacking Stranglethorn Vale, while also cutting off our supply lines through the Barrens.

Meanwhile, the Bronzebeard Clan, Wildhammer Clan, and Dark Iron Clan have reestablished the Council of Three Hammers, uniting the Dwarves once more. Dwarf King Magni Bronzebeard intends to help his daughter, Dark Iron Queen Moira Thaurissan, retake Blackrock Spire and support Stormwind, and will soon launch attacks on the Badlands and Searing Gorge."

The Night Elves had yet to recover from the destruction of the World Tree, Teldrassil. They would be unable to launch a campaign to retake Ashenvale anytime soon.

The Gnomes had only just retaken Gnomeregan, and their limited population meant they would not deploy large forces either.

Under Prophet Velen's leadership, the Draenei were much like the Horde's Tauren: they stayed aloof from matters that did not concern them and preserved their own strength as much as possible.
