But not even A'dal, the great naaru, could have anticipated that the naaru O'ros would choose to help Azeroth, stand against the Army of the Light, and successfully open a portal into the Light Fortress.
The Army of the Light had truly dropped a stone on its own foot. Grommash Hellscream had been successfully rescued, while the Army of the Light's auxiliary forces outside the Light Fortress had been almost completely wiped out. Most of the survivors became prisoners of the Azeroth Allied Forces.
Tens of thousands of prisoners were now bound by the Horde, awaiting the Horde Warchief Garrosh Hellscream's decision on how to deal with them.
The once-arrogant auxiliary forces of the Army of the Light had become complete weaklings under the watch of the Horde's elite troops.

With the temperament of these fence-sitters, if they were sent back and faced the Army of the Light's threats again, they would once more become its auxiliary forces. Until the Azeroth Allied Forces liberated Draenor's major regions, they could not be released.
At the same time, there were too many prisoners, including a large number of Ogres. Keeping them around could very well overwhelm the Azeroth Allied Forces' supply lines.
