History

The Second Hokage placed the Military Police Force in the Uchiha Clan's hands. Its everyday work included dealing with petty crime and disputes, but its association with the clan also exposed the Uchiha to resentment over enforcement decisions 390. In an early dispute between members of the Sarutobi and Hyuga clans, police member Uchiha Lian faced a choice that could offend either clan. The applicable procedure, proposed by Uchiha Yato and approved by the Second Hokage, was to bring both parties to the Police Force and have their clan heads retrieve them and sign guarantees 6.

The Force's reputation initially suffered: civilians and non-ninja clan members could find it frightening 6. The establishment of the Konoha Court changed how difficult, politically sensitive and rights-related cases were handled. Referring such cases to the court helped the Uchiha gain a reputation for fairness and strictness 20. Officers later carried recording devices while on duty, and civilian ninja joined the Force alongside Uchiha members 50 116.

Control of the Force again became a point of conflict between the Uchiha and Konoha's leadership. Fugaku Uchiha gave up half its positions during negotiations with Hiruzen Sarutobi 401. After two Uchiha officers disappeared and Root took charge of the investigation while excluding the Police Force, the clan decided to relinquish its role. The agreed handover was gradual: Uchiha members would withdraw as ANBU, Root and other willing ninja filled the vacancies 445 452. Fugaku nevertheless remained chief during the later investigation of a mass killing in Konoha 496.

Duties and Practices

• Law enforcement: Handles fights, petty wrongdoing and domestic disputes; difficult or politically connected cases can be referred to the Konoha Court 6 20 390 675.
• Public safety: Evacuates civilians during attacks and maintains order at village events, at times alongside ANBU 166 179 358.
• Investigation: Examines crime scenes, records evidence and conducts searches. During the discovery of murdered children, officers produced an examination report and photographs and searched the village under Uchiha Kei 50 51.
• Records and publication: The Force has an editorial division. At Yato's request, and after Shisui and Itachi intervened, it published a controversial notice concerning Kirigakure shinobi and the Uchiha Clan 507.

Notable Incidents

• Murdered children investigation: Police findings on the victims became part of a public report. The case also prompted a direct question about whether the Force had failed in its duty to protect Konoha's children 50 51.
• Food festival attacks: A patrol led by Yato's shadow clone investigated a series of mutilated corpses. Later, Police Force members accompanying Jiraiya were killed in an ambush near the Land of Fire border 166 204.
• Mass killing in Konoha: Fugaku led the initial police investigation after more than a hundred ninja were killed, including 63 Uchiha whose Sharingan were taken. Hiruzen assigned ANBU personnel to assist 496 497.
