Background / History

The Uchiha were one of the two great clans that founded Konoha alongside the Senju. Their historical combat strength made them central to the village's founding, but the clan later became politically isolated and was left without a Hokage or council seat beyond its control of the Konoha Military Police Force 392 592.

The clan's police role damaged its public standing. Uchiha Yato argued that enforcing laws against ordinary crimes made civilians resent the clan regardless of how impartially it performed its duties, while the elders viewed the position as authority granted by Konoha 390 394.
