Background

Konoha is regarded as the strongest shinobi village in the world and retains considerable deterrent power despite being weakened by the Second Shinobi World War. Its prestige and military position make it a central target of the other great villages' alliances and schemes. 7 9 28

The village's internal politics are heavily shaped by its relationship with the Uchiha Clan. Konoha's upper ranks confined the clan largely to police work and limited its battlefield deployment in part to control the number of Sharingan users, while relying on the clan's wealth and military strength when crises demanded it. 19 28 49

Administration and Security

Hokage Administration

Konoha is governed by the Hokage and senior officials, including advisers Utatane Koharu and Mitokado Homura. During the Third Shinobi World War, Third Hokage Hiruzen Sarutobi directed large-scale mobilization and assigned front commanders. 28 29

Following Hiruzen's death and the collapse of the previous leadership balance, Konoha's elders declare Uchiha Makoto the Fourth Hokage. Makoto accepts the office as a means of stabilizing the village. 182 185

Konoha Military Police Force

The Konoha Military Police Force was established by the Second Hokage, Senju Tobirama, with Uchiha Clan members designated to serve within it. 1

Defenses

Konoha employs a barrier unit capable of detecting intrusions. During the Seven Ninja Swordsmen's raid, the barrier identified seven elite jōnin-level invaders and alerted the Hokage's forces. 172

Economy

Konoha's principal income comes from daimyo allocations and mission commissions. Daimyo funding is described as sufficient only for shinobi's basic wages, making mission revenue and outside capital essential during wartime. 7 28

• The Uchiha Clan's industries are economically significant; profits from half of their businesses can support nearly half of Konoha. 7
• During postwar recovery planning, Hiruzen seeks Uchiha financial support and discusses acquiring or leasing Uchiha businesses. 7

Third Shinobi World War

In Konoha Year 43, Sand, Cloud, and Stone formally form a military alliance and declare war on Konoha; Mist declares war the following day. The four opposing villages field at least 60,000 shinobi against Konoha's roughly 20,000. 28

Konoha responds by recalling jōnin from missions, reducing ordinary mission activity, assembling at least 10,000 shinobi for immediate deployment, and organizing wartime squads. 28

The Land of Water defense sector begins the conflict with about 1,200 personnel, but around 200 have been killed or severely wounded by the Kaguya Clan before Uchiha and Hyūga reinforcements arrive. 33

Konoha's Mist-front force later returns in triumph under Fugaku. The public reception substantially improves Konoha civilians' opinion of the Uchiha Clan, whose three Mangekyō users are seen as an unmatched military asset. 70

Uchiha–Konoha Political Crisis

Konoha's leadership repeatedly fears the Uchiha Clan's growing influence. After Uchiha Makoto's emergence as a Kage-level Mangekyō user, the elders debate how to restrain the clan, while Hiruzen orders the information sealed and warns Danzō against acting rashly. 19

The situation escalates after the Uchiha are ordered to attack the Sand Village. Konoha's higher-ups view the order as a way to divert the clan, weaken it through war, or create grounds to seize its commercial power. 88 89

When a Root operative attempts to halt the Sand campaign under a claimed Hokage order, Makoto publicly challenges the order's legitimacy. Jiraiya cannot confirm it, allowing Makoto to portray the Uchiha and Konoha shinobi as political sacrifices. 95

Konoha's standing deteriorates as the accusation spreads across the shinobi world. Residents temporarily leave the village, while Uchiha shinobi assemble outside the Hokage Building awaiting Makoto's return. 96

Konoha Crush Plan and Leadership Collapse

Mist's Seven Ninja Swordsmen infiltrate Konoha intending to trigger explosive tags previously buried by Kagerō Ninja Village remnants. The barrier detects them, but Kisame floods much of the village and Yagura's Water Mirror Technique creates replicas of Konoha shinobi, throwing the defenders into disarray. 172

During the wider attack, Uchiha Makoto's clone fires four Tailed Beast Bombs that mortally wound Hiruzen Sarutobi and collapse a Konoha shelter. 174

• Uzumaki Nagato infiltrates Root's experimental base and kills Root shinobi with Shinra Tensei. 174
