In some small countries, there were fewer than a hundred wizards in the entire nation. Naturally, they could not form any sort of government institution.
They only kept in touch with a small circle of friends, or held small gatherings in places like bars.
When they needed to shop or learn news from the Wizarding World, they often did not look within their own country. Instead, they used Muggle transportation to reach wizarding shopping centers like Diagon Alley.
The reason they did not use Portkeys or Apparition was that many wizards from such small countries either had not mastered those convenient spells or did not have permission to Apparate in other countries.
Of course, such rules only ever restrained decent wizards who followed them.
In truth, as long as Muggles did not see them, foreign wizards had little chance of being caught by the Ministry of Magic even if they Apparated in Britain. Aurors generally could not be bothered over such trivial matters.
During his years wandering from place to place, Lupin had met many wizards at the bottom of society. He had told them these little bits of knowledge that ordinary people did not know during casual chats, as though telling stories.
