History
Early administration
Under the Third Hokage, Hiruzen Sarutobi, Konoha's major clans frequently brought internal disputes to the Hokage for arbitration. Even the closely allied Ino–Shika–Cho clans required intervention over commercial disagreements, contributing to Hiruzen's exhaustion with village governance. 10
