History

Early administration

Under the Third Hokage, Hiruzen Sarutobi, Konoha's major clans frequently brought internal disputes to the Hokage for arbitration. Even the closely allied Ino–Shika–Cho clans required intervention over commercial disagreements, contributing to Hiruzen's exhaustion with village governance. 10

The village's clan structure remained politically volatile during the war years. The Hyuga main family imposed restrictive rules on its branch family, while Root and its leader Shimura Danzō sought access to valuable bloodlines and powerful shinobi. 167 180

Postwar political changes

Four-nation pressure and Akatsuki invasion

After multiple jinchūriki and tailed beasts disappeared, the Lands of Lightning, Earth, Wind, and Water accused Konoha of responsibility because the apparent culprit used the Sharingan. The four nations issued demands for explanations and reparations, then declared war after diplomatic negotiations failed. 625 626
