Uchiha Xuan Yu developed his Double Pupils and trained in taijutsu while his father built the Merchant Guild into an alternative source of work for Uchiha ninja. The arc left the clan enraged after the Hokage demanded that they surrender half of the Police Force’s management rights and apologize to complainants.

• Uchiha Hanjō rejected the elders’ demand to kill his newborn son, Xuanyu, and defended him despite the clan’s suspicion of his Double Pupils.
• Xuanyu began training at the Uchiha Training Ground, where his Double Pupils awakened a chakra-sensing field of vision and let him quickly copy shuriken techniques.
• Xuanyu suggested that Uchiha ninja take Merchant Guild escort missions, and Uchiha Hanjō recruited Uchiha Kai and others after they confronted Konoha’s neglect of the clan.
• Might Guy began teaching Xuanyu taijutsu and the Nurturing Spirit Technique, while Xuanyu struggled with ordinary ninjutsu because his Double Pupils absorbed his Chakra.
• Xuanyu modified the Nurturing Spirit Technique into Great Thousand Worlds, gained precise Chakra control, and successfully created Shadow Clones.
• Xuanyu found Hinata Hyuga crying in the snow, took her to Ichiraku Ramen, and escorted her home after she called him her friend.
• Uchiha Kai reported that villagers’ complaints had drawn the Hokage’s scrutiny of the Uchiha Police Force, and Xuanyu attended the clan assembly with Uchiha Hanjō.
• Uchiha Fugaku announced that the Hokage demanded half of the Police Force’s management rights and an apology, prompting the Uchiha clansmen to erupt in protest.

As Konoha’s pressure and fines weakened the Uchiha Military Police Force, Uchiha Hanjō’s Merchant Guild recruited its members and negotiated control of much of the force under Xuan Yu. The arc ended with Xuan Yu’s first patrol exposing a staged confrontation with Yamanaka Sandan and a crowd stirred against the Uchiha.

• Uchiha Fugaku agreed to surrender half of the Military Police Force’s authority and make Uchiha representatives apologize, prompting Uchiha Xia and other captains to quit after Fugaku forced them to apologize to thugs.
• Uchiha Xia led more than eighty clansmen to join Uchiha Hanjō’s Merchant Guild, while Fugaku found the depleted Police Force burdened with compensation costs.
• Sarutobi Asuma took control of the civilian district, injured Senju Hashirama and Senju Hanayu, and had Hashirama detained after refusing to investigate the missing girls.
• Xuan Yu brought Hanayu and Hashirama to the hospital, helped them recover and train, and recruited Owuya Bai to direct a hospital that would treat poor patients.
• Fugaku sought money and personnel from Hanjō, but Xuan Yu negotiated a monthly payment for Merchant Guild patrols and secured command of two-thirds of the force’s territory.
• Sarutobi Hiruzen ordered Asuma to arrange incidents in the Merchant Guild district, while Xuan Yu organized the new force’s first patrol.
• Yamanaka Sandan refused to pay a shop owner for damages, grabbed Xuan Yu, and was beaten and recorded as having attacked a Military Police Force officer.
• Sandan accused the Uchiha Police Force of violent enforcement before a crowd, but Xuan Yu presented the shop owner’s signed and fingerprinted statement and identified people inciting the crowd.

Xuanyu exposed the Military Police Force’s cases to public scrutiny and secretly defeated Kumogakure attackers as Konoha’s peace talks spiraled into a crisis over the Hyuga Clan. After Hizashi’s death, Xuanyu befriended Neji and helped his mother, while Konoha and Kumogakure prepared for a border ambush.

• Xuanyu detained Yamanaka Sandan, made the case records available in an open archive, and announced a civilian City Patrol as Hiruzen weighed complaints against the Uchiha Police Force.
• Xuanyu used his Two Tomoe Sharingan to deceive Kishibe Chunin, then defeated two Kumogakure shinobi who attacked him and Uchiha Hanjō and concealed the truth from Konoha’s leaders.
• Kumogakure’s attempt to abduct Hinata led to a confrontation with Konoha, and Hiruzen and the Hyuga elders pressured Hiashi to surrender a body to avert war.
• The Hyuga elders forced Hizashi to take Hiashi’s place, and Konoha announced that Hiashi had died for peace while Hizashi was buried under his brother’s name.
• Xuanyu befriended Neji and arranged for Owuya Bai to treat Neji’s mother, then protected Neji from Hyuga Boyan and began planning to help him resist the Caged Bird seal.
• Hiruzen arranged a border ambush with Hiashi and Fugaku, but Xuanyu and the Merchant Guild refused Fugaku’s request for elite Uchiha, while Kumogakure prepared its own ambush.

Xuanyu questioned Konoha’s treatment of the Uchiha, strengthened himself by absorbing Nine-Tails chakra and fusing with Uzumaki Cells, and proved his power to Uchiha Xia. The arc ended with Xuanyu reaching Sunagakure, where he approached the isolated Gaara.

• Shisui awakened Mangekyō Sharingan during the Kumogakure ambush, and Xuanyu later urged him to question the Third Hokage’s intentions.
• Xuanyu awakened his third tomoe, discovered that his black flames absorbed dead creatures and their chakra, and befriended Naruto Uzumaki.
• Xuanyu entered Naruto’s mental space and drained Kurama’s chakra, while Hiruzen ordered Kakashi to keep Xuanyu away from Naruto.
• Xuanyu showed Shisui how the Sarutobi Police Force mistreated civilians, causing Shisui to reconsider his faith in Hiruzen and the village.
• Xuanyu and Hua Yu developed a serum from Uzumaki Cells, and Xuanyu endured a painful transformation that greatly increased his chakra capacity and strength.
• Xuanyu defeated Uchiha Xia in a sparring match, revealed his cell fusion to Xia and Hanjō, and secured approval to travel to Sunagakure with Xia.
• Might Guy taught Xuanyu and his companions the Eight Gates Formation before leaving on a mission to Kumogakure.
• Xuanyu and Xia led the Uchiha caravan toward the Land of Wind as Hiruzen secretly ordered Asuma to stage an attack, and Xuanyu approached Gaara after reaching Sunagakure.
