Phantom Lord had been ordered by the Magic Council to disband for launching an unauthorized war between guilds. Its guild master, Jose, had been stripped of his title as one of the Ten Wizard Saints and sentenced to life imprisonment.
It was said that during this guild war, Makarov, also one of the Ten Wizard Saints, had followed the Magic Council's regulations and had not even acted personally. He had merely sent out several guild elites to defeat Jose, a fellow Ten Wizard Saint.
