Feng rescued clanspeople from Kirigakure, drew Shisui, Nonō, Kabuto, and Orochimaru into his plans, and conquered Sea Country and the Land of Water’s capital. After Kirigakure’s revolution defeated the Mizukage, Feng avoided a direct attack and tightened his control through the Daimyo’s authority.

• Feng offered refuge to the Yuki, Kaguya, Hozuki, Kirisame, and Himi clans in exchange for access to their techniques, then arranged a secret evacuation from Kirigakure.
• Uchiha Bosawa’s forces fought off Ringo Ameyuri’s pursuit unit, and Feng guided the rescued women and children by ship to a hidden island.
• Feng transplanted Shisui’s Mangekyō eyes into himself, then rescued Shisui and confined him after he insisted on returning to Konoha to save Itachi.
• Feng helped Yakushi Nonō find Kabuto, showed them a genjutsu of their fated betrayal, and recruited Orochimaru to research White Zetsu cells and take Kabuto as his student.

• Feng assembled a disguised force and defeated Zabuza Momochi’s three hundred Kirigakure ninja, capturing Kubikiribōchō and Hiramekarei.
• Feng used the Daimyo’s assignments to drain Kirigakure’s forces while consolidating his control over the Land of Water and Sea Country.

Feng brought the Hidden Mist Village under his control, strengthened his forces, and secured the Tsuchigumo Clan’s forbidden art while preparing for conflict with Konoha. He joined Orochimaru’s plan to attack Konoha, then faced reincarnated Hashirama Senju and Uchiha Fugaku, who broke free of Orochimaru’s control.

• Feng forced Ming and the Hidden Mist Village to surrender, then defeated the ninja who chose to fight and sent the chameleons away after battling them.
• Feng attacked Kumogakure’s outpost, destroyed ships, and captured Cloud Ninja, then negotiated a ceasefire and fought Fourth Raikage A to a draw.
• Feng expanded his influence in the Land of Waves, reorganized his forces, and ordered the Tsuchigumo Clan to move to the Land of Water’s capital in exchange for its forbidden art.
• Feng selected Kumogakure’s ransom goods, absorbed Nadeshiko Village’s willing ninja, and warned Black Zetsu to withdraw White Zetsu from the Land of Water.
• Feng reorganized the Land of Water’s government and forces, then researched Natural Energy with the Royal Guard until Takata’s Sharingan revealed it.
• Feng met Orochimaru and agreed to support an attack on Konoha, while requiring Orochimaru to demonstrate his trump card first.

Feng used the Konoha Crush Plan to seize Konoha’s resources, kill Danzo, and reveal the Uchiha clan’s return. As Konoha’s forces turned south to confront his allies, the Uchiha and Uzumaki began conquering territory and drew the war away from Feng’s overseas holdings.

• Feng fought Orochimaru’s reanimated Fugaku and Hashirama Senju to a stalemate, then agreed to a truce as Konoha forces approached.
• Feng took control of Takumi Village, revived Seimei, and moved the village’s craftsmen and research to Rainbow Country.
• Feng entered Konoha with Mangetsu, Kimimaro, and Haku for the Chūnin Exams, then began the Konoha Crush Plan as Orochimaru and Sunagakure attacked.
