This question did not only trouble Konoha's higher-ups.
None of the ninjas pursuing Lie Yang could understand it.

The ANBU turned and leaped onto the roof.
Kakashi put away his book and followed.
The two soon arrived at the Hokage Building.
When the office doors opened, quite a few people were already inside.
Might Guy stood with his arms crossed over his chest, unusually silent.
Kurenai Yuhi stood by the window, her expression grave.
A Hyuga ninja stood on the other side, his white eyes especially striking.
Hinata Yota.
Besides the three of them, Utatane Koharu, Mitokado Homura, and Danzo were also present.
Kakashi was the last to arrive.
"Sorry, I was delayed on the way."
Might Guy looked at him.
"Kakashi, this isn't an ordinary mission."
Kurenai Yuhi lowered her voice as well.
"I heard a lot of people have already died."
Kakashi did not ask further questions and stepped to the front of the group.
"Lord Hokage."

Kakashi picked up the dossier and opened directly to the first page.

Hiruzen Sarutobi said, "Root reconstructed the course of the battle from the dead men's memories. Uchiha Lieyang's Lightning Body Flicker, swordsmanship, and combat rhythm already possess the traits White Fang had back then."
Might Guy put away his usual smile.
"How fast is he?"
Danzo answered coldly, "Ordinary jonin cannot see him clearly."
"Even if they can block the first strike through experience, Lightning Release will enter their bodies through their weapons."
"So far, not a single person who has fought him at close range has survived."
Kurenai Yuhi looked over the file.
"A Three-Tomoe Sharingan combined with that kind of speed is indeed something ordinary ninja cannot handle."
Hinata Yota asked, "What about the Shadow Clone Technique?"
"His shadow clones possess the ability to independently kill jonin."
Danzo said, "The original body has mastered a special sensory ability. Even with his eyes covered, he can detect enemies lurking underground or attacking from behind in advance."
Hinata Yota frowned deeply.
"The Byakugan can distinguish the chakra of shadow clones, but if every shadow clone possesses jonin-level combat strength, identifying the original body does not mean we can break through."
Hiruzen Sarutobi looked at Kakashi.
"That is why you will serve as captain."
Kakashi continued flipping through the file.
The more he read, the heavier his heart became.

Judging by the lineup alone, this squad was already powerful enough.

"Two additional Root squads will be assigned to scout along the route, seal off escape paths, and provide coordinated support if necessary."
"A joint pursuit force will be formed to surround and eliminate the rogue ninja, Uchiha Lieyang."
