Missing Ye Lan was part of it, but more importantly, Bulbasaur had been so anxious lately that it had skipped its Surf lessons for ages and focused entirely on training.

That alone would have been fine. If Whimsicott had broken through after grueling training and difficult battles like Rillaboom and Serperior, Bulbasaur wouldn't have felt so miserable. It would only have been more motivated to train.
The problem was that, aside from the training Ye Lan assigned, Whimsicott almost never put in any extra work. It spent all its time sleeping in the sun on a lounge chair, then somehow broke through just like that. Who could stand that?
And Bulbasaur had actually been training at the time. It had watched Whimsicott take a sip of juice on its lounge chair and break through right before its eyes. Comparison really was the thief of joy!
Precisely because of that, Bulbasaur had started wondering whether Whimsicott's "playtime training method" actually worked. Otherwise, it would normally have returned to the training grounds to work up a sweat after a brief rest to recover its strength. Why else would it be playing little games with Whimsicott?
As for Amoonguss, as it grew increasingly accustomed to its evolved body, its strength had begun improving steadily. It would probably reach late Professional level before long, while Bulbasaur itself had only just reached mid Professional level.
