History
The Heavenly Court was created to govern Heaven and Earth, but initially lacked the authority and personnel to do so. The Jade Emperor was nominally the Ruler of the Three Realms, yet the disciples of the Three Teachings ignored his commands; the later Investiture of the Gods was intended to establish his authority by bringing disciples of the Three Teachings into the court as gods. 45
During its early years, the Heavenly Court was sparsely populated and politically weak. Its own ruler had few gods to command, while much of the Primordial Wilderness regarded it as little more than the Dao Sect’s “backyard.” 220 246
Li Changshou’s entry as the South Sea Sea God began a sustained expansion of Heavenly Court influence. His enfeoffment gave the court a highly visible Orthodox God in the Four Seas, and his plans brought the Dragon Clan into Heaven, strengthened the military, spread Water God posts across the Southern Continent, and increased the court’s providence and public standing. 252 321 379
The court later integrated the Netherworld into its system, assumed control of the Investiture of the Gods process, expanded into the Three Thousand Worlds, and developed into a force whose prestige surpassed that of the Great Teachings. 474 545 612 696
