Background / History

Tobirama is Hashirama Senju's younger brother and a leading figure of the Senju Clan during Konoha's early years. While Hashirama serves as First Hokage, Tobirama handles much of the village's administration, policies, finances, security, and political negotiations. 24 33 42

He personally takes charge of Hibari's education after village affairs stabilize, recognizing both the boy's abnormal chakra reserves and his inability to use Water Style. Tobirama studies Hibari's condition, seeks outside expertise from Yamanaka Kiyono, and develops the Vortex Seal to suppress the force preventing Hibari from using water-style chakra. 6 42 43 44
