I have no reason to expel them. Once the agreed period ends, however, they cannot remain for even a moment."
In truth, he understood that the Two Halls likely could not command those disciples of the various Ways, which was why they had pushed this matter onto Celestial Xia. If they agreed, that would be the best outcome. If they did not, the Two Halls could claim that Celestial Xia was unwilling to let them go, and should anything happen afterward, they could wash their hands of responsibility.

As the war with Origin Xia drew near, Celestial Xia's overall strength still fell short when compared with Origin Xia.
This was especially true of Upper Layer cultivators. Celestial Xia had exceedingly few of them. There were only so many people who cultivated the Dao of Seeking Completeness, no matter how one counted. Nor were there many who had harvested superior achievement fruits.
Looking at Origin Xia instead, disciples from certain more important Ways could be directly piled up through ritual methods. Though their combat ability could not be mentioned in the same breath as those who cultivated
