Hokage Administration

Hiruzen Sarutobi governs Konoha as the Third Hokage. He publicly frames the village around the “Will of Fire,” including when approving Sasuke's early graduation and attempting to recruit him into ANBU. 4 26

Behind this public stance, Hiruzen secretly authorizes the Uchiha Clan Extermination Plan, accelerates it following Sasuke's confrontation with the Hyuga and the Hokage, and later orders the deaths of both Itachi and Sasuke. 4 27 29 30

ANBU and Root

• ANBU — Konoha's masked elite force. Kakashi Hatake leads an ANBU unit that attempts to detain Sasuke after the Hyuga conflict, but the unit is overwhelmed by Conqueror's Haki. 24
• Root — Danzo Shimura's covert faction. Root is assigned the frontal assault on the Uchiha compound during the extermination operation. 29
• Konoha ninja forces — Clan and civilian ninja later gather in overwhelming numbers around Sasuke after his defeat of Danzo; the assembled force includes ANBU and the village's major clans. 44

Major Clan Presence

Konoha contains powerful shinobi clans including the Uchiha, Hyuga, Nara, Yamanaka, Akimichi, Inuzuka, and Aburame. Their respective techniques are deployed against Sasuke during the village-wide battle. 21 48 49

History

The Uchiha Clan is regarded as one of Konoha's founding clans, but was forcibly relocated from the village's bustling district to a remote compound after Konoha's higher-ups and major clans ostracized it. The clan also lost influence after its wartime contributions were ignored and it was suspected following the Nine-Tails Attack. 4 11

By the time Sasuke's strength emerges, Hiruzen considers the Uchiha a destabilizing force and privately resolves that the clan should disappear for Konoha's stability. 4 Internal Uchiha disputes further intensify the situation, with radicals demanding open resistance to Konoha while Fugaku warns that confronting the village directly would destroy the clan. 11

Uchiha Clan Extermination Plan

Hiruzen, Danzo, and later Hiashi Hyuga organize an operation to eliminate the Uchiha Clan. Root is to conduct the frontal assault, while the Hyuga Clan maintains a perimeter to prevent escapees. 28 29

Itachi Uchiha is summoned and ordered to lead the massacre. Hiruzen justifies the immediate operation by claiming that an Uchiha coup would turn Konoha into a battlefield, while using Sasuke's promised safety to secure Itachi's cooperation. 30

The operation is disrupted when Sasuke confronts Itachi and Root's attacking force. Root suffers severe losses, Danzo is captured, and the conflict develops into an open confrontation between Sasuke and Konoha's assembled defenders. 38 40 44

Conflict with Sasuke

Hyuga Incident

Sasuke's genjutsu humiliates Hyuga Taiju in public, triggering a confrontation between the Uchiha and Hyuga clans. 16 21 After Sasuke defeats Hiashi and multiple Hyuga ninja, he publicly hangs Hyuga Makino at Konoha's gates as retaliation. 23 25

The incident drives Hiashi to abandon his prior neutrality and commit the Hyuga Clan to the Uchiha extermination operation. 28

Battle for the Uchiha Compound

As Root attacks near the Uchiha compound, Sasuke—using his muscular transformed form—survives explosive tags and combined elemental ninjutsu with little or no injury. 39 40 He routs Root forces, pursues Danzo, and counters Danzo's attempts to escape or use forbidden techniques. 41 43

Konoha's defenders subsequently attack in succession:

• Kakashi Hatake wounds Sasuke slightly with Chidori but is severely injured by Sasuke's imitation of the technique. 46
• Might Guy opens through the Seventh Gate and uses Daytime Tiger, which Sasuke neutralizes with Fire Release: Great Fireball Technique. 47 48
• Nara, Yamanaka, Akimichi, Inuzuka, and Aburame forces attempt to restrain or overwhelm Sasuke with their clan techniques, but are defeated or forced back. 48 49

After witnessing Sasuke's strength, Hiruzen proposes a ceasefire and asks him to leave Konoha, choosing to prevent further casualties rather than continue the fight. 50

Relationships

• Uchiha Clan — A founding clan increasingly ostracized by Konoha's leadership; targeted for extermination by Hiruzen and Danzo. 4 29 30
