Background

Luo Chen was expelled from a police academy in his previous life before transmigrating to Terra. Upon awakening his former memories, he found himself at the bottom of the Lungmen Guard Department’s entrance training rankings 1.

The Terra-born Luo Chen had lost his parents at seven and was the orphaned child of a martyred Guard Department veteran. He spent his family fortune, including the sale of his Upper City home, to attend Victoria’s police academy, but received only a completion certificate. Despite disciplined study and training, he entered the Guard Department assessment physically frail, unable to use Originium Arts, and academically weak 2 21.

Luo Chen presents himself as calm, upright, and committed to “fairness and justice.” He speaks like a stern instructor or official, frequently lectures others on responsibility, and frames even his most extreme plans as reforms meant to punish evil and improve society 5 36 65.

Behind that rhetoric, he is calculating, coercive, and exceptionally willing to manipulate people through fear, leverage, staged events, or humiliation. He openly exploits Ch’en’s concern for Lungmen, provokes subordinates into uniting against him, and enjoys the distress of enemies who cannot escape his control 16 37 69. He is also highly adaptable: when conventional strength fails him, he relies on social engineering, legal procedure, deception, and organizational control.
