Lungmen is a semi-modern mobile city with an established social order, but its districts differ sharply in wealth, infrastructure, and security 1 10.

Society and Economy

Lungmen's central social divide is between the Upper City and Lower City. While corporations and wealthy residents dominate the Upper City, Lower City residents face poverty, gang influence, restricted access to resources, and discrimination against the Infected 10 190 195.

The Lower City's historical lack of formal governance allowed gangs to become a practical source of local order. The Rat King established rules among the underworld, including a prohibition on involving family members, and became the dominant figure in the district's criminal hierarchy 2.

Corporate interests exert major influence over Lungmen's economy and politics. During the labor dispute with the Reunion Movement, conglomerates pressured the Governor's Office to restore access to Lower City labor at favorable terms 180. Their later negotiations with Lungmen's authorities became a catalyst for the city's wider political crisis 190 195.

History

Rat King's Order

Approximately twenty years before the main events, the Rat King subdued Lungmen's gangs and imposed underworld rules that formed the basis of the Lower City's criminal order 2. The Lungmen Guard Department lacked the capacity to fully govern the district, while the Governor's Office chose to preserve stability by tacitly allowing one dominant force to remain in control 5.

Luo Chen's Investigation

Luo Chen's entrance assessment for the Lungmen Guard Department required him to uncover the Rat King's identity without revealing his affiliation or seeking assistance 2. Rather than infiltrating the Lower City conventionally, Luo Chen spread rumors and released material exposing the Rat King's past, forcing the underground leader into the open 3 9.

Luo Chen subsequently met the Rat King and Lin Yuxia, proposing that Lungmen's gangs be modernized through education, civic instruction, and professional development rather than relying solely on violence 8. His ideas influenced Lin Yuxia's later efforts to reform Lower City forces 19 20.

Reunion Movement Reforms

After entering the Reunion Movement undercover, Luo Chen used it to enforce public-security regulations in the Lower City. These included punishments for protection-fee collection, illegal detention, gang organization, and participation in gang activity 64.

The organization also equipped its personnel with alloy armor, trained them under Nine's guidance, and used labor reform and fines against offenders 65 68. Within months, the slums were described as cleaner, safer, and more orderly than before, to the point that Hoshiguma found them almost unrecognizable 98.

Lungmen Crisis

The Lungmen Guard Department's seizure of Reunion Movement buildings, libraries, and assets destabilized the Lower City. Residents feared the loss of the order, employment, and public services the movement had established 190.

Luo Chen then mobilized the Reunion Movement and Lower City residents against Upper City corporate interests. The conflict escalated into mass protests, the Guard Department's withdrawal from the Lower City, seizures of corporate property, and widespread unrest in the Upper City 194 195.

During the crisis, the Reunion Movement entered the Upper City and acted against looters and other offenders while avoiding attacks on civilians 196 197. Luo Chen, acting under Swire's identity, publicly declared strategic cooperation between the Guard Department and the Reunion Movement, presenting the latter as a supplementary public-security force 197.

Reorganization

Following the crisis, Luo Chen—still acting as Swire—announced that the Reunion Movement would be regularized as Lungmen's administrative law-enforcement force. He also declared a forthcoming Rectification Campaign intended to jointly sweep the Upper and Lower Cities for criminal activity 203.
