Background / History

The Reunion Movement originated in Ursus as an organization for the Infected. Though it initially had little influence in Lungmen, unknown funding enabled it to recruit heavily in the slums and Lower City, form alliances with outside gangs, and become a major local force. 49

In the Lower City, Luo Chen rallied members around mutual aid, compensation for harmed Infected, unity, and “fairness and justice.” His speeches turned members against Lungmen-branch cadre Lermontov, whose actions were seen as failing to defend Infected interests. 56 57 59

Under Luo Chen's direction, the B17 District branch seized Justice Square and imposed its own rules. Residents who avoided fighting and disposed of rubbish properly were left alone, while patrols assisted disabled residents with carrying goods and setting up stalls. 60 65 The branch also targeted gangs, protection-fee collectors, and other criminal groups, expanding its control over Lower City territory. 64 66 69

The movement established New Hope Rebirth Home, a prison-factory complex funded with confiscated illicit money. Prisoners performed contract labor under armed supervision and coercive “reform” measures. 74 Its growing resources funded armor, weapons, patrol vehicles, public facilities, and emergency-response teams. 67 76 83 84

After publicizing the threat of infiltrators and impostors, the B17 branch convened the Lungmen Reunion Summit to assert legitimacy over other Lungmen branches. 84 Later, after Lermontov disappeared during a purge, Luo Chen announced his retirement and Nine signed a territorial peace treaty with Lin Yuxia's faction; the two sides agreed to uphold law and jointly suppress unlawful forces. 97

During its northern operations around Chernobog, the movement merged with FrostNova's advance team and the Yeti Squad.
