Mei Terumi, the Fifth Mizukage

Amid the bustling assembly, Sasuke's attention was drawn to a figure—Danzō. But just as he was about to approach, a hostile voice came from behind him. "You're Sasuke, aren't you? I've heard plenty about you!" Sasuke turned around and found himself confronted by Mei Terumi, the Fifth Mizukage, who bore a deep grudge against Akatsuki.

Mei Terumi possessed two Kekkei Genkai, Lava Release and Boil Release, and was immensely powerful. After his consecutive battles against several formidable opponents, Sasuke had barely any chakra left. Overusing Susanoo had also left every cell in his body throbbing with pain, leaving him utterly incapable of resisting the Mizukage's ninjutsu attacks.

Just as Sasuke fell into desperate straits, White Zetsu suddenly appeared and blocked the Mizukage's fatal strike for him. Sasuke seized the chance to escape, but he was already completely exhausted and collapsed to the ground.

Yet the danger did not end there. As Sasuke caught his breath, Ōnoki, the Third Tsuchikage, suddenly appeared before him and unleashed Dust Release without hesitation. It was an incredibly powerful ninjutsu; if it struck him, Sasuke would likely not survive.

Just when everyone thought Sasuke was doomed, a mysterious figure flashed into view like a phantom. The Masked Man appeared before them with Sasuke, unconscious from excessive chakra consumption, then instantly transferred Karin and Sasuke together into another dimension so Karin could treat his wounds.

The Masked Man stood before the four Kage of Wind, Lightning, Earth, and Water and revealed the full scope of the Eye of the Moon Plan. He threatened them, demanding that they hand over the jinchuriki of the Eight-Tails and Nine-Tails. Though the four Kage wavered under the Masked Man's pressure, they did not change their resolve.
