Background

The Foundation operates containment sites for anomalies and documents them through numbered files, object classes, and prescribed containment procedures. SCP-173 was transferred to Site-19 in 1993; its origin was unknown even to the Foundation. 1

Its stated purpose is the protection of humanity through containment and control of dangerous entities. The O5 Council repeatedly evaluates whether anomalous allies—including Xiao Huasheng—are willing to aid humanity before extending trust or authority. 120 206

The organization has endured multiple world-reset cycles. After SCP-2000 reset the world, Lobotomy Corporation retained its stored souls and progress, while the Foundation’s personnel and details such as Site-19 staff differed from prior iterations. 137 In another cycle, Foundation records for Entity-24 appeared throughout several site backups with timestamps predating the entity’s discovery. 188

Mobile Task Forces

Mobile Task Forces are elite units deployed against high-risk anomalies. They serve as the Foundation’s second line of defense during containment breaches and are supported by specialized equipment, heavy weapons, and emergency protocols. 1 2

The Foundation also deploys D-Class personnel to gather intelligence or test dangerous containment conditions before risking task-force members. 1

Containment Procedures

SCP-173 Protocol

SCP-173’s original file required a sealed containment chamber and strict visual supervision.

• No fewer than three personnel may enter its chamber.
• The chamber door must be locked after entry.
• At least two personnel must maintain uninterrupted visual contact during operations.
• Breaks in visual contact can be fatal; personnel are required to coordinate blinking. 1

Containment Technology

• Reality Stabilization Anchors — Devices used to suppress or interfere with reality-warping phenomena. They hindered Queen of Hatred’s magical output and disabled some of Xiao Huasheng’s abilities. 70 136

Relationship with Xiao Huasheng

The Foundation initially treated Xiao Huasheng as an altered SCP-173 manifestation after she emerged from the statue’s shell and communicated with Site-19 personnel. Her ability to reason and speak voluntarily made the incident an unprecedented first-contact event. 2 3

Following repeated breaches, the Foundation considered execution or permanent isolation. Xiao Huasheng’s apology and willingness to cooperate instead opened negotiations. 46

The Foundation later recruited her into Mobile Task Force Omega-7, “Pandora’s Box,” under the designation Exusiai (Entity-173-1) and granted her Level 3 clearance. 48

Her cooperation expanded into formal exchanges:

• She supplied E.G.O equipment in return for SCP-053’s transfer to Lobotomy Corporation. 74

Internal Conflict and Reset Events

The Foundation became divided between Green and Red factions during the conflict surrounding SCP-2000. Xiao Huasheng learned that SCP-2000 functioned as a world-reset mechanism rather than a simple time reversal. 134 137

A Green Foundation base was destroyed by a nuclear detonation triggered by Xiao Huasheng, while Red Foundation forces occupied Yellowstone and sought control of SCP-2000. 135 136

The Foundation later pursued the destruction of a black worm-like influence connected to SCP-2000. An O5 member erased his own memories after recognizing that the entity could share information among O5 personnel and trigger another reset cycle if left intact. 139
