Background

The Foundation operates containment sites for anomalies and documents them through numbered files, object classes, and prescribed containment procedures. SCP-173 was transferred to Site-19 in 1993; its origin was unknown even to the Foundation. 1

Its stated purpose is the protection of humanity through containment and control of dangerous entities. The O5 Council repeatedly evaluates whether anomalous allies—including Xiao Huasheng—are willing to aid humanity before extending trust or authority. 120 206

The organization has endured multiple world-reset cycles. After SCP-2000 reset the world, Lobotomy Corporation retained its stored souls and progress, while the Foundation’s personnel and details such as Site-19 staff differed from prior iterations. 137 In another cycle, Foundation records for Entity-24 appeared throughout several site backups with timestamps predating the entity’s discovery. 188

Containment Procedures

SCP-173 Protocol

SCP-173’s original file required a sealed containment chamber and strict visual supervision.

Relationship with Xiao Huasheng
