Qi Hai first boarded the Morning Bell Caravan at Graystone Port as a 16th Branch major leading twelve Marines. Though tasked with collecting twelve crates of supposed medicinal herbs, he insisted on personally inspecting the damaged cargo under supply regulations. The inspection exposed a trafficking operation: the crates contained twelve children, each listed with an age and transfer price on the genuine manifest. 23

When the branch chief ordered the children and caravan crew executed, Qi Hai refused. He formally disarmed himself and accepted a military investigation rather than carry out the illegal order, declaring that people did not become cargo merely because someone had priced them. 23

Colonel Hawk subsequently branded Qi Hai a rebel and ordered cannon fire on the grain ship. Qi Hai invoked his remaining field-command authority, led his twelve Marines in seizing the signal tower, cut the barrage flag, and ordered every gun emplacement to cease fire without his command. 24 He later entered the western warehouse through an underwater route with Alan, located the imprisoned laborers, and cut a burning fuse before the explosion threw him aside. 25

After Major Thorne assumed control of Graystone Port, Qi Hai surrendered his sidearm and saber for investigation. Qi Hai helped defend the prison witnesses from Hawk's assassins.
