Background / History

Gotham was originally built under the leadership of four founding families: Wayne, Cobblepot, Elliot, and Kane. By the early story, the Waynes had only Bruce Wayne remaining as heir, the Cobblepots existed largely in name, and the Court of Owls secretly held the city’s real power. 28

The city’s long industrial history left it burdened by factory closures, unemployment, and sprawling slums. For many young residents, gang work once appeared to be the only viable career path. 65 424

In Gotham’s early criminal order, Carmine Falcone—the Roman—stood at the peak of the underworld. His Button Men could openly intimidate witnesses and police, while his control of weapons channels helped maintain strict gun control after the Wayne murders. 2

Batman’s emergence destabilized that order. By breaking gangs and sending criminals to prison, he opened power vacuums that new figures such as Penguin and Black Mask could exploit. 43

The Court of Owls later escalated its conflict with Gotham’s rising powers, awakening one hundred Talons to suppress opposition. Nygma’s leak of Court information to Metropolis newspapers helped expose its influence, after which Gotham citizens began hunting its remaining members themselves. 336 342 444

Crime, Law and Vigilantism

• Organized crime — Gotham’s early underworld was dominated by Falcone’s Roman Empire, with Maroni, Black Mask, Penguin, and other gangs competing for territory as that order fractured. 2 43 85
• Gotham Police Department — The department was deeply factionalized under Commissioner Loeb, but Gordon later rebuilt it, purging corrupt elements and expanding its operational capacity. 30 392

Economy and Reconstruction

Gotham’s old economy was marked by industrial decline and financial inequality, while its elite families and institutions were entangled with the Court of Owls. 424 346

After the Court’s exposure, MW Group and Wayne Enterprises launched large-scale reconstruction of the slums. Construction sites, revived factories, and new companies created formal employment, pushing many gang members to become licensed contractors instead. 424

MW Group’s operations eventually became central to the city’s survival, involving nearly seventy percent of Gotham’s jobs and supporting millions of residents and their families. 472
