He currently had two wands in hand.

Some extremely loyal wands rejected use by any wizard other than their owner. Forcing their use would weaken spells or produce some unwanted effect.

The second was Quirrell's damaged B-grade wand. Its compatibility with him was only 23%; using it would make him constantly nervous, never knowing when a spell might mutate or even backfire.
To Dudley, this wand had fusion value, but almost no practical value.
So, in order to save time and fusion costs, and to fuse a wand at the lowest possible cost while fusion opportunities were plentiful so that he could obtain perfect [Wandless Casting], Dudley still needed to buy a new D-grade wand with high compatibility from Ollivanders Wand Shop.
If he ultimately decided not to attend Hogwarts and gained no more fusion opportunities, this new wand might even become his primary wand in the future.
"What do I see? Harry Potter! You've come! Thank goodness you've come! I've been waiting for you for so long!"
Just as Dudley searched all around for a new wand highly compatible with him, while Harry curiously looked around, an old wizard with silver-white eyes poked his head out from the narrow back room of the shop.
The earlier miniature earthquake had forced the outstanding wandmaker, Mr. Garrick Ollivander, to take brief shelter in the back room, where the protective spells were stronger.
Earlier, while drinking at the Leaky Cauldron, he had seen Dudley and Harry.
He knew that, barring any accidents, the famous Boy Who Lived would come later that day to his wand shop, which held an absolute monopoly in Britain's Wizarding World, to buy his first wand.
The earthquake had been an unexpected accident, and he had thought something might go wrong. Fortunately, the Boy Who Lived had still come.

While taking measurements, Ollivander also asked Harry a question that made far more sense than measuring his dimensions.
Heaven knew why choosing a wand required measuring this and checking that.
Harry asked curiously, only to receive the answer that this was a special technique of the Ollivander Family.
After measuring a pile of data that might or might not be useful, Ollivander climbed a ladder.
From the wooden shelves stacked with countless wand boxes, he searched, selected one, handed it to Harry to test, received feedback that it was unsuitable, then continued searching for another wand for Harry...
It had to be said that, though the principle was unclear, not one of the wands Ollivander selected for Harry had a compatibility rate lower than 75%.
Through the system, Dudley could learn the compatibility between the [Weak Wizard Bloodline] fused into his body and the various wands. That bloodline had come from Harry's blood, and its compatibility data could roughly reflect Harry's own compatibility data.
While watching Harry test wands, Dudley's sweeping search also produced results.
Without troubling Ollivander, Dudley locked onto his target, charged up, leaped, and snatched down a wand box from the topmost shelf on the eastern side.
