The Alliance Council moved quickly. Representatives from the various powers submitted proposal after proposal. Some concerned the inner workings of the Wizarding World, while others involved rewarding outside powers.
By this stage, the Wizard Alliance no longer relied on sheer violence to force other civilizations into submission. Instead, it used civilizational influence and the lure of profit to bind those civilizations completely to the Wizarding World.
