Background / History
Yuan Shi was a follower of First Mizukage Byakuren and one of Hidden Mist Village's founders. He remained in office through the administrations of the First, Second, and Third Mizukage, eventually becoming the sole surviving elder from the village's founding era. 15
Second Mizukage Gengetsu Hōzuki valued Yuan Shi's administrative ability and lack of personal ambition, granting him authority equal to that of the Mizukage. The Third Mizukage later afforded him nearly the same standing. 15
Yuan Shi opposed the Third Mizukage's Blood Mist policy, believing that training shinobi to be cold and psychologically twisted would eventually bring disaster upon Hidden Mist. Unable to overcome the policy's broad support, he withdrew from military and political affairs while retaining responsibility for civilian matters. 15

Qing Si's ANBU Advancement
After arranging tests against Bi and Ling, Yuan Shi determines that nine-year-old Qing Si possesses jōnin-level strength. He secures Qing Si's direct promotion to jōnin and admission into Hidden Mist's ANBU. 17 18 19
