"What—" The entire room erupted in an uproar, everyone stunned.
"What kind of rule is that? That's ridiculous!"
"I've taken the Chunin Ninja Exams several times, and I've never heard of a rule like this!"
"I refuse to accept this! Absolutely not!"
"If you want someone to blame, blame your bad luck for having me as this year's chief examiner." Morino Ibiki said with a sinister smile. "I make the rules. Either accept them, or forfeit."
