Orochimaru is governed primarily by scientific curiosity. He considers trust secondary to useful results, openly telling Kabuto that Neji’s sincerity is irrelevant compared with the data obtainable from his Byakugan, chakra system, and Caged Bird Seal. 6

He is calculating and transactional rather than loyal. Background

Recruitment of Neji

Orochimaru first takes an interest in Neji during the Forest of Death, recognizing his exceptional Byakugan and Branch Family status after Neji interrupts the attempt to place the Heaven Curse Mark on Sasuke. He gives Neji the Earth Curse Mark and invites him to Hidden Sound Village, while privately viewing him as a possible backup test subject. 2
