The Five Great Nations maintain a temporary military balance through their Tailed Beasts. Losing both of Hidden Cloud’s beasts would threaten that balance, potentially bringing war forward 16.
Hosts are vulnerable to exploitation by their own villages. Danzo schemes to place Kushina under Root supervision, while Hidden Cloud attempts to replace Yugito with Killer B when her progress fails to satisfy its leadership 6 103 174.
Konoha also associates Jinchūriki with misfortune. Kakashi notes that even Mito faced criticism, and advisers propose making Naruto bear the stigma after the attack on his parents. Naruto’s efforts during the war later force villagers to reconsider their treatment of him 301 533.
Akatsuki’s Collection Campaign
