Background / History
Konoha was in a weakened condition following the Fourth Hokage's death, the departure of the Sannin, and the aging of the Third Hokage. Its only Kage-tier combatant was believed to be Hiruzen Sarutobi, while its remaining forces were largely jōnin or below. 2
