On Toril, creating a Floating Mountain was not actually a difficult task. But whether it was the cave-like Floating Mountain where Telly's biological parents lived, or the inverted-mountaintop floating cities favored by Halruaa Mages, they all had one major problem... they first had to find a beautiful, ownerless mountain to carve up.
That had been easy in the past, but as Toril's population grew, matters became increasingly troublesome, and more powerful people sought seclusion, finding a suitable mountain peak had become far too difficult.
Moreover, large numbers of Druids and Malar's followers would relentlessly pursue them for damaging nature... so nowadays, Floating Mountains were basically inherited.
The most recent one was Telly's mother's, after all. No one would go discuss environmental destruction with two Primordial Dragons.
Malar's followers would not either... though their explanation was that dragons were naturally part of the cycle of nature.
Humans were not.
Though that ridiculous explanation proved nothing but their cowardice, even Malar did not say a word... after all, their favored animal summons and claw attacks were completely ineffective against dragons!
But to Hill, this did not even count as a problem.
With a wave of his hand, he gathered the scattered sand, rocks, and soil of the Neverwinter Mountains into a particularly beautiful island over a hundred meters high and five hundred meters across. Not only did he pile nutrient-rich volcanic ash and vast amounts of earth into fine black soil on the surface, he even prepared sufficient underground space and passages that could accommodate magical array circuits.
After all, this was Toril, and its future user would be the Goddess of Magic... perhaps she would want to add enough power devices to the floating island.
Though condensing a Mythallar required extremely powerful primordial energy, it was effortless for Mystra.
