After the Undead came to Toril, their battles were either city offensives and defenses that could be settled in a few days, or simultaneous attacks launched by several separate armies... Whenever they split up, it was indeed difficult to judge their total numbers. After all, the Undead could always get lost in some strange place. Sending out a million troops and having only two hundred thousand arrive was perfectly normal... even though they had auto-follow.
The only battle the Undead had joined in full force was the defense of Aglaia... but at the time, everyone's attention had probably been seized by Selûne's sudden appearance.
So unless they belonged to Gods with reliable intelligence, Toril's other factions could easily misjudge the Undead's total population, especially their peak numbers.
But Luskan was clearly an experienced regional quest... Any Undead with time on their hands would try to take part.
People always said there were many Half-Orcs in the Spine of the World... but Hill felt there were only a few tens of millions at most. Even if they had sent some troops to attack Mirabar's underground city, it would not make much difference.
They had certainly hidden away some forces, but the Half-Orcs were dying far faster than expected. If they wanted to maintain the pace of battle, they would have to keep committing more troops.
