First of all, the premise of that answer was that Zacian cared and had seriously considered the matter.

Otherwise, she could have simply said, "What does that have to do with me?" Of course, a Legendary Pokémon's character would not be that poor, but that was roughly what it meant.

Yet Zacian said she would not go to the Ultra World, which meant that, subconsciously, she had already accepted that Xia Chen could make some not-too-unreasonable requests of her regarding this matter.

Xia Chen had never entertained the fantasy of taking Zacian to the Ultra World. His purpose in coming this time was simply to have Sylveon and Gardevoir train under her.

But now, it seemed he could squeeze a little more benefit out of Zacian...

The reasoning was simple. Zacian thought Xia Chen had come to ask her to save the world, so her expectations were high.
