Arc 4The Sky Island Covenant

Leo led his forces to Sky Island, defeated Enel, and brought the Shandians and Sky Islanders together under a shared government. He began building a new country through laws, education, economic reforms, and the use of Sky Island’s resources.

  • Leo trained the pirates, demonstrated hot air balloons, and led an expedition carrying balloons and parachutes toward Sky Island.
  • Wyper and the Shandians welcomed Mont Blanc Cricket after learning that Jaya remained below, then Leo confronted Enel.
  • Enel defeated the Shandians, but Ace and Hancock fought him in turn, and Hancock ultimately turned him to stone.
  • Leo’s group reached Angel Island and announced that it would rule Sky Island, then Leo brought the Shandians and Sky Islanders together as citizens of one nation.
  • Leo guided the representatives in drafting a public Covenant covering laws, shared responsibilities, and land, while explaining that the government must record and teach history.
  • Leo led the people to ring the Golden Bell, and Noland the Great Serpent celebrated its return as the Shandians began relocating to Jaya’s interior.
  • Leo and his allies tested Wind Dials, found the Shandians’ Golden City, and gathered its gold to support Sky Island’s credit and economic plans.
  • Leo proposed a country without currency and began organizing a public education system, appointing Gan Fall Minister of Education and assigning him to train teachers.
Chapters 77–101 Vol. 1 Read

Ch. 77Before the Test Flight

Leo and Masked trained the pirates in battlefield first aid, literacy, and long-distance marches as they prepared for Leo’s planned flight. On the day of the test flight, the city’s residents gathered to watch, while the pirates unexpectedly organized themselves into teams around the clearing.

  • Masked taught the pirates battlefield first aid, showing them how to treat bullet and blade wounds.
  • Leo began teaching the pirates to write the letter A using prepared worksheets and boards.
  • On the fourth day, Leo doubled the training load and had the pirates run long distances while carrying weights.
  • The pirates rested on the sixth day as the city’s residents gathered to see whether Leo could make something fly.
  • The Revolutionary Army struggled to keep order, but the pirates formed small teams and watched the clearing with guarded expressions.

Ch. 78Ascending

Leo’s hot-air-balloon experiment succeeded with Ace supplying the heat, and the first balloon rose above Mock Town as its people watched in amazement. It remained tethered to the ground while Ace continued to fire it upward.

  • Leo explained that Ace’s weightless elemental form made him an ideal source of heat for the balloons and instructed him to control his flames.
  • Ace stood in the rattan basket as Sandersonia, Marigold, and William lifted the balloon into position.
  • Ace directed flames into the balloon, heating its air until the limp fabric expanded and stood upright.
  • The balloon began to rise, astonishing the Empress, merchants, and townspeople.
  • Ace poured blue flames into the balloon, which climbed six or seven meters before its anchored cables kept it from taking off.

Ch. 79This Is My Small Step

Leo’s team successfully launched hot-air balloons in Mock Town, demonstrating a new means of transportation and giving the recruits a concrete example of how they could change the world. As the team tested different designs and prepared further experiments, Lafitte and the others saw that the pirates had grown more disciplined and united.

  • Ace stopped heating the balloon once it reached the rope’s limit, then jumped down and told Leo he wished Iska could see their work.
  • Leo reflected on the balloon as an invention that could improve people’s lives and contrasted it with Fisherman Tom’s remarkable Sea Train technology, which still could not protect him from the World Government.
  • Ace inflated a lighter wooden-framed balloon, while pirate captives explained to the townspeople that the team was testing flight duration and range.
  • Ace raised all three balloons as Nico Robin recorded results, and Leo planned tests for cooling time, load capacity, and altitude.
  • Lafitte watched the experiments and, with Van Augur and Nico Robin, recognized that the recruited pirates had become more cohesive, disciplined, and united.

Ch. 80Give Me a Clone-Clone Fruit

Leo’s group drew merchants’ attention with their hot air balloons, but Leo had already bought up the supplies they would need to copy them. As he considered how to spread his ideas and manage the growing organization, he realized he was overworked and wished he could use a Clone-Clone Fruit.

  • Three hot air balloons attracted crowds in Mock Town, and merchants decided to build balloons of their own.
  • The merchants discovered Leo had already bought up the available supplies, leaving them unable to compete without traveling across the Grand Line.
  • Leo valued Sky Island’s Dials for their practical uses and their potential to spread propaganda through sound and images.
  • Leo weighed the difficulty of training revolutionary leaders who could both understand his ideas and become strong fighters.
  • Leo worked for five days with help from Nico Robin, Van Augur, Lafitte, and the Spade Pirates, then wished a Clone-Clone Fruit would appear so he could divide his workload.

Ch. 81Target: Sky Island!

Leo prepared his forces and equipment for an expedition to Sky Island, completing hot-air balloon and parachute tests and deciding who would go. He rested with Hancock before the planned departure the next day.

  • Pirate soldiers finished their training and dug deep trenches around Mock Town to defend against a possible Navy attack.
  • Leo’s team produced thirty hot air balloons and three hundred parachutes after buying supplies in Mock Town.
  • Leo chose the expedition party, including Hancock, Rindou, Ace, Nico Robin, Van Augur, and Lafitte, and planned to bring wavering pirate soldiers.
  • Leo declared the ninth day a day of rest and relaxed in Hancock’s embrace before the next day’s departure.

Ch. 82Nico Robin's Diary

Nico Robin reread her diary entries about becoming Leo’s secretary and watching him take control of Mock Town, organize its pirates, and prepare a hot air balloon for Sky Island. As she grew accustomed to her stable life under Leo, she began training in Observation Haki and wondered whether he was screening pirates for a secret purpose.

  • Robin recalled how she began recording Leo’s words and actions mechanically, then turning her notes into diary entries each night.
  • Robin’s entries described Leo defeating Mock Town’s pirates, securing the town as a Shichibukai’s territory, and keeping her as his secretary.
  • Robin helped Leo build personality profiles of the pirates and assess their loyalty, while becoming increasingly impressed by his ability to anticipate their behavior.
  • Leo’s hot air balloon succeeded, and Robin noted that he had bought up Mock Town’s supplies before merchants could copy the design.
  • Robin helped Leo identify wavering pirates, then trained in Observation Haki while the Empress followed them into the forest.
  • As the balloon neared completion and the pirates prepared for Sky Island, Robin wondered whether Leo’s earlier list named those barred from going.

Ch. 83Nico Robin's Diary (II)

Leo’s group launched thirty Hot Air Balloons toward Sky Island, with Ace using his flames to keep them aloft and Lafitte guiding them around the Sea of Clouds. They left the ground behind and continued climbing, while Leo grew eager to find the Rumble-Rumble Fruit.

  • Leo gave the crew an extra day off before their journey to Sky Island.
  • Ace filled the thirty Hot Air Balloons with hot air, and Leo persuaded Mont Blanc to join the expedition.
  • The crew launched in the balloons with captured South Birds and supplies, while Ace carefully maintained the heat across the whole formation.
  • Leo warned the crew about the thin air at high altitude and asked Lafitte to steer them around the Sea of Clouds.
  • Lafitte sprouted wings, took the lead balloon’s rope, and guided the balloons higher toward Sky Island.

Ch. 84An Apology 400 Years Late

As Wyper’s Shandian warriors prepared to attack the Sky Islanders, a fleet of hot air balloons arrived carrying descendants of Noland. Wyper apologized to Mont Blanc Cricket for Calgara’s failure to trust Noland four hundred years earlier, leaving the Shandians weeping as Cricket learned his ancestor had been telling the truth.

  • Wyper led the Shandian warriors as they prepared to reclaim their homeland from the Sky Islanders.
  • A fleet of hot air balloons rose through the clouds, and a hand asked whether the Shandians were descendants of Calgara.
  • Wyper ordered his warriors to board the balloons after they learned the visitors were descendants of Noland.
  • Wyper recognized Mont Blanc Cricket and asked whether he descended from Mont Blanc Noland, the Great Philanthropist.
  • Cricket stood despite his altitude sickness and wept, realizing Sky Island and the Shandians proved Noland had not been a liar.
  • Wyper knelt before Cricket and apologized on behalf of Calgara, while the Shandian warriors wept with him.

Ch. 85God Enel

Leo and his allies rested on the White Sea before preparing to confront Enel, the new god of Angel Island. Enel appeared after detecting the group with his vast Observation Haki, leaving the two sides face to face.

  • The Shandia spoke with Mont Blanc Cricket and learned that Jaya Island had remained intact below the portion lifted into the sky.
  • Leo asked Wyper who ruled Sky Island and learned that Enel had already eaten the Rumble-Rumble Fruit and become its god.
  • Leo ordered the Hot Air Balloons folded away so the group could proceed on foot and avoid having them destroyed by lightning.
  • Hancock, Ace, Rindou, Leo, and Nico Robin sensed Enel probing them with electromagnetic waves and Observation Haki.
  • Leo called for Enel to reveal himself, and Enel descended in a bolt of lightning and questioned how Leo could hear the voices of all things.

Ch. 86Fire vs. Lightning

Leo faced Enel, who had taken control of Angel Island and declared himself its god, while keeping his untrained allies out of the fight. After Enel struck down the Shandian warriors, Ace challenged him and landed a Haki-coated punch, beginning the battle between their Logia powers.

  • Leo introduced himself to Enel, who invited him to join him at the Endless Vearth if Leo proved his strength.
  • Wyper and the Shandian warriors charged Enel, and Leo stopped Ace from intervening so they could fight their own battle.
  • Enel let the Shandians' attacks pass through his lightning body, then used a sixty-million-volt discharge to knock them all down.
  • Ace stepped forward to fight Enel, who assumed Ace was willing to become his subordinate.
  • Ace used flame propulsion and Armament Haki to punch Enel, catching him off guard and sending him flying.

Ch. 87The Empress Takes the Field

Leo explained that Enel and Ace were locked in an endurance battle because their Logia powers and different strengths in Haki prevented either from landing a decisive blow. He then challenged Enel to face Rindou, but Enel’s contempt for women prompted Hancock to step forward instead.

  • Leo told the pirates that Ace and Enel’s fight would likely last a long time because Ace lacked the Observation Haki to attack Enel, while Enel lacked the Armament Haki to fatally wound Ace.
  • Leo suggested Enel bypass Ace and attack the others, but Enel refused and resumed fighting Ace rather than abandon his pride.
  • Leo named Rindou as Enel’s next opponent, and Enel disparaged the idea of fighting a woman.
  • Hancock declared that she would fight Enel, and Leo encouraged her by pushing her forward.

Ch. 88The Strength of the Shichibukai

Hancock overwhelmed Enel by countering his lightning with Haki and revealed the gap between her and the rookies. When Enel considered turning on Leo, Hancock unleashed her Conqueror's Haki and prepared to strike him with Slave Arrow.

  • Enel mocked Hancock and attacked her with a thirty-million-volt Thunderbird.
  • Hancock coated her body in Armament Haki, reached Enel, and struck him after Conqueror's Haki stopped his lightning transformation.
  • Enel recovered by stimulating his body with electricity, then learned that Hancock had used Conqueror's Haki.
  • Enel gave up on subduing Leo's group and looked toward Leo, prompting Hancock to unleash Conqueror's Haki across the battlefield.
  • Hancock froze Enel in midair and sent a heart-shaped Slave Arrow toward him.

Ch. 89High-Level Match

Hancock used Conqueror's Haki to interrupt Enel's transformation and turned him to stone with her Slave Arrow. After the battle, Leo ordered a debrief and an advance on Shandora, while Ace and the others reflected on the strength they had witnessed.

  • Enel tried to seize Leo, but Hancock anticipated his move and used a burst of Conqueror's Haki to interrupt his transformation.
  • Hancock turned the exposed Enel to stone with her Slave Arrow, and Ace realized how vulnerable he would have been in Enel's place.
  • Ace and the others noticed that Leo had remained unaffected by Hancock's Conqueror's Haki and wondered whether he also had its aptitude.
  • Leo ordered the group to wake the fallen troops, hold a post-battle debrief, and advance on Shandora.
  • Robin used her Thousand Hands to slap the pirate troops and Shandia warriors awake, while Wyper and Ace reflected on what the battle had taught them.

Ch. 90God of Sky Island

After Hancock defeated Enel, Leo’s group secured Sky Island and marched toward the former God’s residence, where they found the Sky Islanders subdued and Gan Fall alive. Leo ordered the Sky Islanders and Shandians gathered so he could address them.

  • Mont Blanc explained that Hancock’s overwhelming aura had been Conqueror’s Haki, while Wyper and the Shandians struggled to understand the power they had witnessed.
  • Leo sent Lafitte to announce their victory and find a place with a Den Den Mushi signal, then ordered Enel restrained with Seastone and carried onward.
  • Leo’s group and the Shandians crossed the White Sea and reached Angel Island without meeting resistance, as the Sky Islanders hid in their homes.
  • At the ruined God’s residence, Leo’s group found unconscious God Soldiers and the four priests, who knelt when they saw Enel’s stone statue.
  • Leo asked for the former God, and Gan Fall stood with help from his Pegasus; Leo then ordered the Sky Islanders and Shandians gathered to hear him.

Ch. 91Shandora Base

Leo subdued Enel and gathered the people of Sky Island, then announced that his group would rule the islands and began outlining new policies. Enel refused Leo’s offer to join him and remained focused on reaching the Endless Earth.

  • Leo had the Angel Island residents gather and let their families care for the God Soldiers, then had Hancock restore Enel from stone.
  • Leo explained Enel’s Seastone restraints and offered him a place in his group, but Enel refused and declared his goal was the Endless Earth.
  • Wyper held back the Shandia warriors while the Angel Island residents and Leo’s forces gathered near the God's dwelling.
  • Leo told the assembled people that his group would rule all of Sky Island and began introducing new policies.

Ch. 92The Testing Ground

Leo used Sky Island as a testing ground for his political ideals, bringing the Sky Islanders and Shandians together to establish a shared nation. He began laying out a public Covenant as the basis of its laws, starting with state ownership of land and natural resources.

  • Wyper and Mont Blanc considered the Revolutionary Army’s strength and Leo’s plans, while the Shandians abandoned thoughts of resisting.
  • Leo declared that the Shandians would join the Sky Islanders as citizens of one shared nation.
  • Leo proposed that he and representatives of the three groups set the rules, arguing that the strongest side would decide them.
  • Leo ordered Ace to cut down a large tree and said their agreements would be carved into wood as a public Covenant and legal basis.
  • Leo proposed that the state own all land and natural resources, while ordinary citizens could apply to use territory but could not buy or sell it.

Ch. 93Convention

Leo led the Shandians and Angel Island residents through a discussion of shared laws and national responsibilities, beginning with murder and care for the elderly and orphans. The gathering accepted the proposed convention on elder and orphan care, and Leo began asking whether land, food, and goods should belong to everyone.

  • Leo proposed that murder should be repaid with a life, and Wyper challenged him over the deaths from their past wars.
  • Leo said the rule would apply from that day onward, and both sides hesitantly accepted his proposal.
  • Leo explained how laws could define duties and punishments, then asked where caring for the elderly belonged.
  • Rindou argued that families had a duty to care for their elders while the nation should support those without immediate family.
  • The Shandians and Angel Island residents agreed that caring for the elderly and orphans was a national responsibility.
  • Leo asked whether land, food, and goods should belong jointly to everyone.

Ch. 94Government's Responsibility

Leo guided the Shandians and Sky Islanders through drafting a convention and imagining a new country, while explaining how its government should serve its people. He argued that recording and teaching the truth about each era was also a government's responsibility.

  • Under Leo's guidance, Shandian and Sky Island representatives debated the convention's clauses through the night, while other Pirate Revolutionary Army members watched from outside the process.
  • Leo considered how the new country could become an ideal land and a model for the revolutionary fighters, and the people around him grew eager to see it established.
  • Nico Robin asked whether Leo's project was his way of writing history, prompting him to describe how everyone contributed to history, whether or not their names endured.
  • Leo said a government had a duty to record history and teach its people the correct history of their era.

Ch. 95Farcical

Leo’s political vision won over Robin, Lafitte, and Van Augur as he pursued a regime capable of challenging the World Government. The Sky Islanders and Shandians gathered to reconcile and finally ring the Golden Bell after more than four hundred years of conflict.

  • Leo’s plans made Lafitte and Van Augur see his movement as more exciting than Blackbeard’s ambition to become Pirate King, while Robin was ready to trust him.
  • At dawn, Sky Islanders and Shandians watched the Pirate Revolutionary Army train, and the squad leaders organized their troops despite the crowds.
  • Leo emerged at noon and announced that everyone would ring the Golden Bell.
  • The Shandians and Sky Islanders laughed together as they realized their four-hundred-year conflict had ended without them ever seeing the Golden Bell.

Ch. 96The Golden Bell That Rang Through Heaven and Earth

Leo and the others climbed the enormous vine to recover the Golden Bell, while Enel, Wyper, and the Shandian warriors made their way upward on foot. After the bell rang across Sky Island, Leo’s team used hot air balloons to retrieve it and parachuted back down, where a powerful force began moving toward them.

  • Leo had Rindou remove Enel’s Seastone handcuffs, and Enel chose to climb the vine rather than escape.
  • Ace inflated hot air balloons that carried Leo and the Pirate Revolutionary Army upward faster than Enel, Wyper, and the Shandian warriors could climb.
  • The Golden Bell rang across Sky Island, bringing the exhausted Shandian warriors to tears as Enel reflected that he was still immature.
  • Leo’s team wrapped ropes around the Golden Bell and used ten hot air balloons to lift it from the clouds.
  • Leo’s group and the Golden Bell descended by parachute and landed on Sky Island, where a tremendous force began crawling toward the balloons.

Ch. 97Strategic Resource: Shells

Leo’s group encountered Noland, a giant snake that had searched for the Golden Bell for four hundred years, and Rindou befriended it. As the Shandians moved into Jaya Island’s safer interior, Leo began acquiring the Dials he wanted for practical and military uses.

  • Noland charged toward the group, but Leo declined Enel’s offer to attack it.
  • Rindou spoke with Noland in snake language, and Hancock explained that it had once lived with Noland and Calgara before searching for the missing Golden Bell.
  • Rindou led Noland to the Golden Bell, and it celebrated by ringing it through the latter half of the night.
  • With Noland driving nearby beasts away, villagers ventured outside and the Shandians began relocating to Jaya Island’s interior.
  • As the Shandians moved, Leo obtained Flame, Wind, Water, Heat, Flash, Repel, and Slash Dials and considered their uses.

Ch. 98Air Cannon

Leo and the Pirate Revolutionary Army tested how Dials could improve firearms and recognized Wind Dials as a way to travel through the Calm Belt. The tests showed that Spray Wind Dials could fire with tremendous force, and Leo left the Shandia chief and Gan Fall with plans for a new artificial Dial industry.

  • Leo inspected the delivered Dials and directed Van Augur to dismantle a musket so they could test a Wind Dial as a firing mechanism.
  • Van Augur and Michael attached a Spray Wind Dial to the barrel and fired a round, finding it quiet but too weak for ordinary soldiers and limited in range.
  • Leo pointed out that Wind Dials could allow ships to cross the Calm Belt, challenging the Navy's control of those waters.
  • Michael and Van Augur tested a Spray Wind Dial on a musket, but its force burst the barrel and shattered a lead bullet against a tree.
  • Leo concluded that Spray Wind Dials were powerful enough for cannons and asked the Shandia chief and Gan Fall to handle artificial Dial cultivation.

Ch. 99Gold! Gold! Gold!

After finding a huge cache of gold inside Noland, Leo asked Enel to lead the group to the Shandians’ hidden Golden City. They reached the unexcavated ruins, where Leo saw the gold as the foundation for his plans.

  • The group discovered enormous quantities of gold among the rubble Noland spat out, and Enel regretted not realizing how much was inside him.
  • Leo recalled that Enel had gathered much of Sky Island’s visible gold to build the Ark Maxim and asked him where the Shandians’ Golden City was.
  • Enel transformed into lightning and raced through the forest, prompting Ace to pursue him with fire propulsion while the others followed using Spray Wind Dials and their own abilities.
  • After following the trails left by Enel and Ace, Leo and the group reached the underground ruins where the Shandians’ Golden City remained unexcavated.
  • Leo smiled at the sight of the city and said the gold would give them a foundation to serve as ballast.

Ch. 100Cadre Course

Leo organized the recovery of Shandora’s gold and explained how it could build merchant confidence in his brand before being secretly returned to Sky Island. He then taught Sky Island’s leaders and the pirates about credit and currency, leaving them to consider how the island could function without money despite Extol’s inflation.

  • Noland the Great Serpent cleared a road through the forest, and Sky Island’s residents and pirates began hauling gold from Shandia’s ruins.
  • Leo explained that they would display gold as proof of financial strength, then secretly return it to Sky Island so merchants would trust his credit.
  • Leo gave Ace advice on controlling his flames to shape gold, and Ace improved his technique.
  • Leo gathered the Shandian chief, Gan Fall, McKinley, Wyper, and others for a lesson on economics and Sky Island’s credit system.
  • Leo proposed making Sky Island a country without currency and pointed out that Beli had largely replaced the heavily inflated Extol.

Ch. 101On Basic Education

Leo explained Sky Island’s political and currency-free work-point systems and set out his vision for a paternal state that ensured people’s welfare while correcting wrongdoing. He appointed Gan Fall Minister of Education and tasked him with building a strong teaching corps to educate the island’s children.

  • Leo explained political systems, currency, and Sky Island’s work-point system, then described his goal of building a city where people’s needs were met by the state.
  • Michael, Masked Deuce, Van Augur, and Lafitte accepted Leo’s proposed direction for Sky Island, while Enel watched with curiosity.
  • Leo appointed Gan Fall Minister of Education and instructed him to organize children under sixteen into age-based groups for different programs.
  • Leo told Gan Fall to recruit intelligent adults, train them intensively using Leo’s teaching materials, and prepare them to teach the children.
