There was no chance of getting the Marines to show them around, but this was a Marine Base, so it was safer than most places. Many merchants and nobles with ties to the World Government landed here, making it their first stop in Sabaody.

Rogge's arrival naturally drew the Marines' attention. But he was a Shichibukai, and after they notified Marine Headquarters, they apparently received orders to act as though they hadn't seen him.

Rogge and his crew strolled openly through the area. Quite a few people recognized him and hurried out of his way, afraid he might take an interest in them.

They had long since grown used to those looks. Passing through the Marine compound, they headed toward the center of the island.

Ten mangroves made up one major district. Next came Grove 3, which meant they were entering the Lawless Area. It was a chaotic place beyond the Marines' reach. Ordinary people didn't dare come here; those who did were usually involved in dangerous trades or were pirates.

At least, that was how people described it. Of course there were ordinary people here too. But unlike in the lawful districts, they needed connections, muscle, or someone powerful to rely on.

Sabaody was the Celestial Dragons' playground. As far as they were concerned, the entire island belonged to them. They went wherever they pleased, regardless of the district.

Once they entered the Lawless Area, Rogge saw plenty of people strutting around with their noses in the air, looking down on everyone they passed.
