His loyalty to the World Government overrides his moral judgment. Kong defended the Celestial Dragons’ enslavement system by arguing that food and shelter compensated for lost freedom, and he expected Xia Luo to compromise rather than openly oppose the institution. 113 This belief turned his former confidence in Xia Luo as a future Fleet Admiral candidate into suspicion and hostility. 113 115

Marine Leadership and Zephyr’s Crisis

As Fleet Admiral, Kong considered the Marine Elite Training Camp a major investment in the organization’s future. When news spread that Zephyr intended to resign following the murder of his wife and child, Kong feared that losing another admiral would destabilize Headquarters and damage Marine prestige. 48

Kong suspected that the leak of Zephyr’s family information was a deliberate conspiracy. He promised Zephyr an answer within three days, then proposed retaining him as chief instructor of the Elite Training Camp while preserving his official admiral status. 48 49

Heavenly Tribute Operation

Kong personally led the Marine response after receiving Cipher Pol intelligence that Golden Lion intended to seize the Heavenly Tribute. The expedition included Sengoku, Tsuru, numerous vice admirals, more than ten thousand Marines, and dozens of warships. 74

He initially remained concealed aboard the Dark Dragon Shining Sea as the fleet’s trump card, both because of his reduced endurance and because his appearance could cause Golden Lion to withdraw. Xia Luo’s staged confrontation with his Lightning Shadow Clone forced Kong to reveal himself. 79 80

Once deployed, Kong brutally defeated Ulter and ordered Sengoku to cut off Golden Lion’s escape. However, Whitebeard’s sudden arrival put the Marines at a severe disadvantage at sea, and Kong ultimately failed to recover the stolen tribute. 81 82 83

Conflict with Xia Luo

Kong initially valued Xia Luo as an exceptional Marine prospect, but their relationship fractured after Xia Luo publicly refused to escort a Heavenly Tribute shipment if it included slaves. Kong regarded the declaration as dangerous insubordination and insisted that Xia Luo learn to compromise. 112 113

Afterward, Kong assigned Xia Luo to assist King Bekori in reclaiming the Sorbet Kingdom, intending the mission as a test of Xia Luo’s proclaimed “Fair Justice.” Xia Luo technically completed the assignment while stripping Bekori of real authority, further confirming Kong’s suspicion that he was exploiting Marine orders for his own purposes. 115 116 117

Kong later confined Xia Luo to Marine Headquarters under the pretext of needing strong personnel there. He also chose to pursue the injured Redfield himself rather than give Xia Luo the opportunity to earn prestige by capturing a legendary pirate. 123 124

Death

Kong ambushed Redfield on a deserted island after Redfield had been wounded in a prior battle with Garp. Though Redfield’s depleted stamina gave Kong the advantage, their fight left Kong severely exhausted. 125 126

Rosha emerged only after observing both combatants in secret. Using the Azure Dragon’s Heat Breath and the More-More Fruit’s tenfold amplification, Rosha overwhelmed Kong, tore away both of his arms, and ultimately snapped his neck while he was unconscious. 126

Rosha provided Morgans with photographic proof of Kong’s death and demanded that the world learn the fate of those serving the World Government. The report caused a global crisis within the Marines; Sengoku was rapidly appointed as Kong’s successor. 128 130
