Background

Xia Luo died in an accident and was transmigrated by a malfunctioning system into the One Piece world as ten-year-old Nico Xia Luo, younger brother of Nico Olvia and twin brother of Nico Oran. The original Xia Luo had been injured while defending Olvia from thugs; the transmigrated Xia Luo later dealt with those attackers by binding them and throwing them into the sea. 1 8

He grew up in Ohara, where his merchant parents had left their children considerable wealth and a network of goodwill. Knowing that Ohara would be destroyed sixteen years later, Xia Luo made protecting the island, Olvia, Oran, and the Tree of Knowledge scholars his central long-term objective. 5 6

As his strength and political ambitions grew, Xia Luo’s objective expanded from protecting his family to overturning the World Government and removing the Celestial Dragons from power. He adopted the identity “Rosha” for operations against the Government and recruited companions who shared that goal. 76 77

Xia Luo later warned Dr. Clover that studying the Void Century and Poneglyphs would invite lethal World Government retaliation. While he respects the scholars’ pursuit of knowledge, he intends to evacuate only the Ohara civilians willing to accept his help. 148

Appearance

Xia Luo’s body develops at an abnormal rate through cultivation, constant training, and Mythical Zoan enhancement. He was 178 cm at eleven, 192 cm at twelve, and later stood roughly three meters tall in human form. 7 11 28

Xia Luo is pragmatic, calculating, and intensely survival-oriented. At God Valley, he refused to risk his life trying to save everyone, prioritizing the Azure Dragon Fruit and escaping Charlotte Linlin over greedily pursuing the Paw-Paw Fruit. 3 4

He is fiercely protective of his family, especially Olvia. His desire to save Ohara drives his pursuit of strength, while his suspicion of Olvia’s partner leads him to investigate Lynn personally and bribe Oran to monitor her. 6 23

Despite his ruthlessness toward pirates, traitors, and threats to those he values, Xia Luo does not judge people solely by labels. He spared a pirate crew that had been forced into piracy and had not harmed others, while warning them that future cruelty would bring punishment. 8 30

His seriousness is balanced by mischief and shamelessness. He avoids blame for wrecking training grounds, teases his siblings and Bullet, and deliberately allows the West Blue’s storm-related legends to be attributed to Monkey D. Dragon. 18 20 28

Xia Luo’s moral outlook developed into his personal doctrine of Fair Justice. He considers slavery irreconcilable with justice, publicly challenged Steel Bone Kong over the Heavenly Tribute’s slaves, and refused to compromise his position even when Kong offered him a path toward becoming Fleet Admiral. 112 113

He is compassionate toward victims of oppression, as demonstrated by his liberation of more than one hundred auction-house slaves and his willingness to accept the Fish-Man Hayes as an equal companion. However, he remains ruthlessly utilitarian toward enemies such as Bekori, whom he reduced to a powerless figurehead rather than immediately killing for political reasons. 70 116

When Charlotte Linlin arrived, he abandoned his plan to take the Paw-Paw Fruit. He used Azure Dragon form and Heat Breath to create an opening, escaped to a prepared hideout, and discovered that the Six Treasury Immortal Thief could dismantle Devil Fruit weaknesses. 4

West Blue Marine Career

Xia Luo enlisted at the West Blue 15th Branch in February 1485 under falsified records listing him as eighteen instead of twelve. He cultivated a false identity as a pirate-massacre survivor whose hatred of pirates matched Whiteman’s own history. 8 10

He became Whiteman’s personal student after completing one hundred laps while concealing his true stamina. After graduating as a sergeant, he killed Ghost Hand Rute during the Blood Axe Pirates mission, helped annihilate the crew, and was promoted to staff sergeant. 9 10 13 15

Over four years, Xia Luo trained obsessively and carried out covert campaigns against pirates, mafia groups, and corrupt nobles. His actions cut the number of pirate crews reaching the Grand Line from West Blue by eighty percent, while his stormy appearances created legends of a Dragon King and god of wind and thunder. 20

Recruitment of Douglas Bullet

During leave, Xia Luo traveled to the Country of Endless War to recruit the young Douglas Bullet before Bullet could obtain the Fusion Fruit. He observed Bullet’s talent, rescued him from Mota’s betrayal, and supplied an antidote for the poison in his body. 23 24 27

Bullet demanded defeat before accepting Xia Luo as his superior. Xia Luo overwhelmed him in human form, accepted his submission as “Boss,” then allowed Bullet to execute the men responsible for his betrayal. 28

Xia Luo later revealed his Marine identity, gave Bullet the Ancient Zoan Dragon-Dragon Fruit, Tyrannosaurus Form, and began training him in the Six Powers. 29 30

Sky Island Reforms

On Birka, Xia Luo found and consumed the Rumble-Rumble Fruit, becoming both an Azure Dragon Mythical Zoan and a lightning Logia user. 38

After Gan Fall abdicated, Xia Luo became Sky Island’s leader. He united Birka, Angel Island, and Upper Yard; reconciled the Skypieans and Shandia; and abolished restrictions on interracial residence and marriage. Marine Elite Training Camp

He rejected Vice Admiral Kaxiu Beru’s transfer offer, choosing loyalty to the 15th Branch. Soon afterward, Zephyr’s recommendation secured him entry into the first Marine Elite Training Camp at Marineford alongside recruits including Borsalino and Sakazuki. 43 50

Xia Luo finished first in the camp’s physical assessment, awakened Armament Haki through Zephyr’s instruction, and was graduated in less than two weeks because the camp could no longer adequately develop him. He became the training camp’s first and fastest graduate, received a direct promotion to headquarters colonel, and was assigned his own warship. 51 53 54

Black Dragon Command and Golden Lion Clash

Xia Luo left Marine Headquarters aboard the Black Dragon Radiant Sea with Zol Cruz, the Poop-Throwing Gorilla, and more than one hundred Marines. He won their loyalty by establishing a covert reward and death-benefit fund using captured pirate treasure. 55 56

While protecting his subordinates’ withdrawal from the Flying Pirates, Xia Luo fought Golden Lion Shiki alone. Though badly wounded by Shiki’s superior Haki and swordsmanship, Xia Luo used the battle to improve his Observation and Armament Haki before Garp arrived and drove Shiki away. 61 65

Newspapers portrayed the encounter as a draw, transforming Xia Luo from an obscure Marine prodigy into a globally recognized young Marine hero. 65

Sinful Child and Punk Hazard Operation

After raiding a Sabaody auction house, killing Big Mom Pirates officer Caspar Reed, and liberating more than one hundred slaves, Xia Luo was branded the “Sinful Child” by the World Government. His first bounty of 160 million Beli falsely accused him of destroying a country and causing civilian deaths. 70 74

Xia Luo manipulated Golden Lion and the Marines into clashing over the Heavenly Tribute, then used his Rosha identity to infiltrate Punk Hazard. He rescued Kaido and Abel from World Government experimentation, with Abel becoming a trusted companion in Xia Luo’s plan to overturn the world. 74 76 77

Using his Lightning Shadow Clone to create battlefield confusion, Xia Luo stole three Devil Fruits from the Heavenly Tribute while framing the event as an operation connected to Golden Lion. 79 80

Fair Justice and Defiance of Marine Authority

After rising to commodore, Xia Luo began openly promoting Fair Justice within the Marines. He publicly declared that he would not accept responsibility if slaves escaped during an escort mission for the Heavenly Tribute, directly challenging Steel Bone Kong’s acceptance of slavery. 86 112

Kong attempted to persuade him that food and shelter justified the Celestial Dragons’ slaves losing their freedom, while also offering Xia Luo a possible future path to Fleet Admiral. Xia Luo refused to compromise, arguing that justice which tolerates slavery is not genuine justice. 113

When Kong assigned him to restore the tyrant Bekori to the Sorbet Kingdom’s throne as a test, Xia Luo technically fulfilled the mission while secretly removing Bekori’s loyalists, placing the rebel army in control of the kingdom, and reducing Bekori to a powerless figurehead. 116

Restriction, Secret Operations, and Break with the Marines

Steel Bone Kong later restricted Xia Luo to Marine Headquarters after recalling him from independent operations. Xia Luo evaded the restriction by using Lightning Shadow Clones to operate worldwide as the Sinful Child while concealing his true growth to an Admiral-level standard. 123

Xia Luo ultimately killed Steel Bone Kong, fully breaking with the Marines and World Government. Garp pursued him for vengeance, resulting in a three-day battle around Wano’s Kuri region that devastated the coastline. 144

When Roger and Whitebeard attempted to join Garp against him, Xia Luo activated Fire Dragon Form and thirtyfold More-More Fruit enhancement, surviving their combined assault despite catastrophic injuries. 145

Conqueror’s Infusion and United Front Against Rosha

By Sea Circle Calendar 1493, Xia Luo had raised the Six Treasury Immortal Thief, martial arts, Armament Haki, and Conqueror’s Haki to Level 4. After mastering Conqueror’s Infusion, he tested the new power by defeating Kaido and devastating the Beasts Pirates’ headquarters. 148

His repeated provocations of Kaido, Charlotte Linlin, and Golden Lion led those major pirates to form an informal United Front Against Rosha. In contrast, Xia Luo’s encounters with Whitebeard became comparatively friendly sparring matches, while he avoided further combat with the terminally ill Roger. 148

Xia Luo subsequently returned to Ohara in secret, warned Dr. Clover about the World Government’s intolerance of Poneglyph research, and prepared to rescue civilians willing to flee before the anticipated destruction of the island. 148
