Appearance
Whiteman is a middle-aged Marine officer who serves as both the 15th Branch’s commander and its drill instructor. He is seen in an instructor’s uniform and carries a riding crop while overseeing recruit training 8.

Personality
Whiteman is strict, responsible, and deeply committed to a disciplined form of Marine justice. Under his command, the West Blue 15th Branch trains and patrols regularly, earning a reputation as one of the stronger and more honest branches in the West Blue 19. His hatred of pirates is personal: pirates killed his parents, making Xia Luo’s fabricated anti-pirate history especially convincing to him 10.
He is also competitive and proud, particularly about his ability to teach Xia Luo. Xia Luo’s near-immediate mastery of techniques that took Whiteman days to learn leaves him embarrassed and anxious, prompting him to secretly overwork himself rather than admit his limits 17 19. Despite this pride, Whiteman is willing to seek stronger mentors for Xia Luo when he believes the recruit has outgrown his guidance 17.
Whiteman develops a paternal concern for Xia Luo. He repeatedly warns him against overestimating his Logia powers, supports his advancement, and hopes he will eventually become a Marine admiral who brings justice to the seas 21 43.
Background
Whiteman commanded the West Blue 15th Marine Branch by the time Xia Luo enlisted in February 1485. He reviewed Xia Luo’s supposed survivor file, believed the recruit had lost his village to pirates, and deliberately increased his training load to test his potential 8.
Xia Luo had researched Whiteman’s past before enlisting and deliberately constructed a persona tailored to earn the colonel’s trust: a hardworking young survivor who hated pirates as fiercely as Whiteman did. Whiteman recognized Xia Luo as an exceptional prospect and selected him for increasingly harsh personal training 10.
Marine Career
Command of the 15th Branch
Whiteman leads more than 300 Marines at the 15th Branch. The branch is distinguished from corrupt Marine outposts by its regular training, patrols, and lack of exploitation of civilians or cooperation with criminals 19.
He personally led over one hundred Marines against the Blood Axe Pirates after receiving orders to eliminate the crew. He directed the naval pursuit and artillery barrage, then confronted Captain Blood Axe Vidal himself once the pirate crew boarded the Marine vessel 11 12 13.
During the battle, Whiteman used Soru to strike Vidal before boarding the pirate ship alone. He ultimately killed Vidal after the pirate was distracted by Ghost Hand Rute’s death 13 14.
Xia Luo's Mentor
Whiteman first singled Xia Luo out with extra laps after overhearing him criticize recruit training, but privately viewed the newcomer as the strongest prospect in the class 8. After Xia Luo completed one hundred laps before sunset, Whiteman made him his personal student 9.

After Xia Luo returned from Sky Island with the Rumble-Rumble Fruit, Whiteman continued advocating for him despite being stunned by his new Logia ability 42. He resisted Vice Admiral Kaxiu Beru’s attempts to transfer Xia Luo from the 15th Branch, then happily accepted Xia Luo’s immediate refusal to leave the branch 43.
Whiteman informed Xia Luo that he had been admitted to the first Marine Elite Training Camp and arranged his departure for Marine Headquarters. Before Xia Luo left, Whiteman cautioned him that Logia users were not invincible and expressed his hope that Xia Luo would one day become an admiral 43 44.
