Overview
The Happo Navy is one of the West Blue's Three Major Powers, alongside the Marines and the Five Great Mafia Families. Its long-running hostility with the Marines stems from Garp's past battle with Chinjao, which left the organization in decline after Chinjao lost access to its buried treasury. 6
Although regarded as the strongest pirate crew in the West Blue, the Happo Navy operates with the legitimacy and backing of the Flower Country. It collects ransom from civilian vessels but is known for avoiding indiscriminate slaughter, favoring sustainable piracy over destroying its sources of income. 25
History
The Happo Navy underwent a generational transition following Chinjao's leadership, with uncertainty over who would become its next Pillar worsening its conflict with the Marines. 6 Sai later emerged as the crew's current leader and Pillar, while his brother Abu served as Vice Pillar. 25 39
The crew acquired portions of the Capone Family's divided weapons shipment at sea. During this operation, Sai and Abu captured Hina and Jogo aboard a luxury cruise ship; Jogo was kept aboard to appraise the Navy's stolen antiques. 25 26
After Jogo escaped and later survived a battle with Daz Bones, Sai brought him back onto the ship. The Happo Navy enslaved Jogo, but he used his newly awakened Observation Haki to study its fighters and secretly reproduce Hasshoken. 28 29 32 34
The Marines' attempt to ambush the Happo Navy at Crab Claw Orchid Island failed when Chinjao intervened. Soon afterward, Jogo defeated Sai with Conqueror's Haki, subdued Abu, and delivered Sai, Abu, and surviving pirates into Marine custody through Hina. 37 39 40
Sai's capture destabilized the organization and prompted peace negotiations with the Marines. Hasshoken Rules
Serious disputes aboard the ship are settled under the Hasshoken Rules: the involved parties fight in a ring, the winner is deemed right, and the loser accepts punishment. 31
Sai enforced these rules even against Abu, ordering him whipped twenty times after Abu replaced a subordinate in a challenge against Jogo and lost. 32
Recruitment and Social Hierarchy
