Background / History
Sai succeeded Chinjao as the Happo Navy's leader and commanded its main fleet alongside his younger brother and Vice Pillar, Abu. As a member of the Chinjao family, he inherited Hasshoken, the family's guarded vibration-based martial art. 25 33
During the Happo Navy's seizure of a luxury cruise ship, Sai identified Hina as a promising Marine Academy graduate from a Marine Chronicle article. He blocked her spear with Hasshoken, attacked Jogo with Armament Haki-enhanced force, accepted Hina's surrender, and had her imprisoned in Seastone handcuffs. 25
Sai then forced Jogo to appraise the Happo Navy's stolen antiques. Jogo's expertise impressed both Sai and Abu, but Sai planned to keep him as a slave by exploiting the wording of his promise to release him once the work was finished. 26 27
After retrieving the badly injured Jogo following his battle with Daz Bones, Sai kept him aboard the ship as a slave. He grew suspicious of Jogo's unusually compliant behavior, authorized Abu to test him in a staged dispute, and later personally challenged Jogo after Abu's defeat. 28 31 32
Capone Bege later informed Chinjao of the Marines' planned ambush on the Happo Navy. With Chinjao's intervention having ruined the operation, Sai confronted Jogo and Hina aboard the ship. Sai discovered that Jogo had copied Hasshoken, but was ultimately overwhelmed by Jogo's 2000% Conqueror's Haki technique and knocked unconscious. 37 38 39

Sai enforces the Happo Navy's rules rigidly when they concern formal combat. When Abu takes another pirate's place in a duel and loses, Sai orders Abu—not the original challenger—to receive the prescribed whipping. 32
