History
Reconstruction and expansion
The Great Cataclysm devastated the planet through Historical Hollows that released Void creatures into cities. In its aftermath, three major corporations cooperated to reconstruct civilization and establish the systems protecting the Inner City. 36
In 2077, humanity completed its first anti-gravity project. The three megacorporations used this breakthrough as the basis of the Ideal City Plan, replacing nature with steel and concrete until the cityscape covered half the planet. 1
Altered historical eras
Ideal City's recorded past includes the Potion Era, an age in which people could become extraordinary by consuming Sequence Potions. This era and its associated history appeared after Ron used the Dimensional Update Manual to add the settings Mysticism and Potions to the world. 1
The modern city is governed by Version 4.0's anti-mystical framework. Its foundational setting, Fantasy Dissolution, rejects and erases mystical influence, making the survival of past-era phenomena difficult in the present age. 2 23

Ideal City presents itself as humanity's technological ideal, but its social order heavily favors wealth, institutional connections, and powerful Ability Models. Citizens without money, talent, or awakened abilities can be reduced to low-level corporate labor while carrying unyielding student-loan debt. 1
- Megacorporate influence — The city was built by three major megacorporations. Noah Pharmaceuticals and Heavenly Hearing Media are identified as members of this corporate tier. 1 4 35
- Ability-based status — Superpowered individuals receive access to elite education, government positions, corporate investment, and greater legal or social value. 1 8
- Educational inequality — The Three Great Academies generally require an ability rating of A or above. Regional advantages, corporate sponsorships, private enhancement programs, and cheating further distort competition. 6 10 20 24
- Commercialized public life — Advertising is embedded in civic spaces, including Patrol Bureau elevators and College Entrance Examination access controls. 14 24
- Ability Enhancement Plan — The District D gang Ark promotes a 5,000-credit “Ability Awakening Experiment” that allegedly grants guaranteed superpowers. Subjects who fail to receive subsequent Ability Needles can mutate into Void Monsters. 47 48
Superpowered system
Superpowered citizens construct Personal Reality through an Ability Model. Ability levels are ranked from Lv.0 upward, and an individual's power, computing capacity, and ability to sustain their Personal Reality determine their social prospects. 4 5 7
- Most abilities are activated through formal ability-activation experiments. 4
- Raw Stones are late-awakening individuals whose unusually complex Ability Models can exceed their initial computational capacity. Without control measures, they risk brain damage, collapse of Personal Reality, paralysis, or death. 7 9
- Reality Amplifiers can temporarily strengthen weak Personal Reality or create temporary Ability Models, allowing users to imitate “spells.” 4 25
- The reformed College Entrance Examination prioritizes combat ability over academic performance and uses lethal simulated battles in a Hollow Battlefield environment. 19 24 26
Sector Authority
Ordinary Personal Reality can naturally develop only to the peak of Lv.3. Advancement to Lv.4 and Lv.5 requires Authority delegated by the Central Intelligent Brain. 36

Moen Municipal Government
The Moen Municipal Government administers Ideal City and enforces strict confidentiality around threats such as the Void, Historical Hollows, and the Anti-Mystery Equation. Unauthorized disclosure of protected information can result in life imprisonment or death. 36
Patrol Bureau
The Patrol Bureau is Ideal City's principal armed organization, responsible for public security, peacekeeping, and wartime force. Even its student-based Discipline Patrol units are composed of elite Superpowered individuals. 6
- Citizens are required to register dangerous or altered abilities with the Patrol Bureau. 14
- The bureau investigates supernatural incidents, including Class B malicious-supernatural events. 4

Artemis
Artemis is an investigative system connected to the city's surveillance and computational infrastructure. Patrol units can receive limited access to identify witnesses and analyze incidents when standard monitoring fails. 4
Artemis is also one of the Central Intelligent Brain's twelve sectors and is associated with the Patrol Bureau system. 45

Although Ideal City publicly treats “magic” as a form of superpower supported by Personal Reality, a concealed community of Magic users operates through organizations such as the Necromancer School. 4
