Werther hung up the Den Den Mushi and smiled. Sengoku had not explicitly agreed to make him a Shichibukai, but he was close. Werther had threatened Sengoku in a roundabout way, and he was strong enough to qualify.
As for killing a vice admiral, Werther was not too worried. Others had done far worse.
Werther knew many of the Navy's secrets. That also meant he could reveal them, and Sengoku was smart enough to understand that.
What Werther still could not understand was why Sengoku had tried so obviously to draw him out.
