Sengoku rubbed his brow and stole a glance at the bald official, whose face had gone black as a pot.
What Zephyr had said in the conference hall was no exaggeration. Just look at the people lying there like heaps of mush. If no one had told Sengoku they were members of P, the World Government's own intelligence agency, he would have thought some country had brought wounded soldiers to beg the Marines for help in a war!
But that wasn't the case.
Rob Lucci's attitude made it clear: these people really were P members.

Kizaru stared in surprise at the wounded being carried out. He still wore that sleazy look, but his voice betrayed his shock.
He leaned against the doorway like a street punk, head tilted as he looked into the Courtyard.
At the sight of that frozen hellscape, where patches of blood ran freely with the melting Ice, Kizaru couldn't help remembering Aokiji in his younger days. "Admiral material, huh? How terrifying. Truly terrifying."
The bald official hadn't been the only one sent by the World Government. Several P officers had come with him.
Of the people Lucci had brought to cause trouble, only Kabara and Kaku belonged to P9. The rest were agents from other CP9 divisions.
Seeing their subordinates carried out like dead dogs, limbs twisted at grotesque angles and skin cracked by frost, left the officers looking grim.
They resented Loa for going so far, but they also held a grudge against the bald official who had suggested this.
If he hadn't insisted that full-fledged P members were strong enough to crush the Elite Camp, they would never have let Lucci come looking for trouble.
