Background / History
Early Marine career
Sengoku attended Recruit Camp alongside Zephyr and Tsuru. Decades later, they recall Fleet Admiral Kong’s graduation advice about strength and resolve. Unlike Zephyr, who rejected a Devil Fruit to pursue physical combat, Sengoku chose to eat one. Zephyr remembers him as the cleverest of their old comrades 178.
By Loa’s arrival, Sengoku commands Marine Headquarters. Concerned about increasingly powerful pirates and gaps in the Marines’ fighting strength, he considers recruiting Loa but instructs Momonga to obtain his consent and investigate his background first 13.
Recruiting and protecting Loa
Sengoku assigns Kuzan to help develop Loa’s supposed Devil Fruit abilities. His interest deepens as Loa repeatedly exceeds expectations, including during an assessment against hundreds of recruits 17 45.
After examining photographs of Loa’s battle with the Silverback Great Ape, Sengoku and Zephyr suspect that his freezing power affects spacetime. Sengoku imagines using even one second of immobilization to defeat major enemies, but Zephyr points out that frozen objects may also resist outside interference 40.
Sengoku conceals Loa’s exceptionally rapid Haki development. When the World Government assigns Loa a suspicious assassination mission disguised as a Combat Assessment, he accepts while preparing Vice Admirals for a Buster Call and arranging covert support from Kizaru. The Government’s ignorance of Loa’s recent growth forms another part of his contingency plan 103 113.
He later oversees Loa’s graduation deathmatch, broadcasts the unprecedented tenth match against Kizaru to intimidate pirates, and presides over his promotion as Headquarters’ seventeenth Vice Admiral. The ceremony’s official explanation conceals politically sensitive circumstances involving the World Government and Celestial Dragons 161 175 187.
Managing an increasingly independent subordinate
Sengoku recognizes that Loa’s ambitions require more strength than he currently possesses. After detecting a secret plan involving Loa, Zephyr, and Tony, he warns Loa against challenging the Yonko prematurely 235.
Loa’s destructive behavior also tests Sengoku’s tolerance. Following a damaging snowstorm and prison escape, Sengoku orders another six months of confinement but retains Loa’s Vice Admiral rank for its potential strategic value. Loa then demonstrates that Seastone does not prevent him from using ice, undermining Sengoku’s assumptions about how to contain him 250.
At Tsuru’s urging, Sengoku monitors Loa and Zephyr’s likely moves against the Shichibukai. He orders surveillance of Alabasta, considers Crocodile and Moria plausible targets, and says he would stop an attack on Doflamingo because of the latter’s dangerous connections 258.
During the Alabasta crisis, Sengoku blockades major ports and deploys G-4 to prevent Baroque Works from escaping. He also redirects Garp toward Dressrosa after Doflamingo’s attack on Zephyr; the resulting agreement remains secret even from Tsuru 361 416.
The Alabasta victory and political standoff
Sengoku approves Loa’s operation involving the Poneglyph and exploits its success with a wider pirate purge. The victory includes the defeat of hundreds of major pirates, nearly a thousand captures, and Blood Earl Ulysses’s death. For a time, pirates largely disappear from the Grand Line 414.
Loa’s inability to leave his enormous dragon form creates a new problem at Headquarters. Sengoku orders extensive evacuations and rotating Admiral guard duty to keep others from approaching and being injured 414 416.
After Loa awakens, Sengoku returns urgently from Mary Geoise. He listens to Loa’s explanation that his power acts as a deterrent between the Five Elders and Antonio Family, but rejects the suggestion that the Marines should simply become enemies of the World Government. Their disagreement exposes the limits of Sengoku’s support for him 421 422.
Confrontation, freezing, and recovery
At the Mary Geoise Tea Party, Sengoku uses his Buddha form to confront Loa’s violent arrival and calls for restraint. When Loa dissolves his dragon body into falling ice, Sengoku helps destroy the debris before it can cause further harm 501.
The later Marine operation against Loa includes a plan to defeat him and have Tsuru alter his thoughts with her Wash-Wash Fruit. Sengoku recognizes that this would violate freedom of thought, yet accepts it as necessary for peace. He joins the battle when Garp reaches his limit and uses his strongest suppression technique to immobilize Loa for a coordinated attack 510 511.
The operation ultimately fails. Sengoku, Akainu, and Kizaru are frozen and left behind, although Tsuru confirms that they remain alive. Their incapacitation helps trigger the World Recruitment campaign 514.
Vegapunk’s intervention allows them to survive and be freed. The freezing has drained their vitality, visibly aged them, and left uneven patches of skin after the final ice layer is removed along with the skin beneath it 523.
Upon returning publicly, Sengoku announces expansion into the New World and preparations against Loa and the Yonko. The recruitment of Fujitora and Ryokugyu gives him new confidence. Loa interprets the declaration as a calculated threat intended to force him into action rather than an immediate invasion plan 524 526.
Break with the World Government
Sengoku authorizes a scheme to split Loa’s forces, backed by the Five Elders and proposed by the Mephisto Family. Loa retaliates with widespread Undead attacks on Marine bases, killing soldiers who then rise to serve him 607.
Recognizing that the Marines cannot contain the retaliation, Sengoku orders them to refuse all commands from the Five Elders, including those concerning the Celestial Dragons, and concentrate on defeating pirates. He stops Akainu’s objection with his Buddha form and declares the break necessary for peace 607.
He nevertheless seeks to restore Marine prestige through Ace’s execution and a war against Whitebeard. By the end of the meeting, the destruction of the Mephisto Family leaves him visibly exhausted and diminished 607.
Paramount War
Sengoku commands one hundred thousand elite Marines assembled for Ace’s execution, scheduled for three o’clock and broadcast live. Loa’s uncertain intentions remain a major concern in his preparations 641.
He directly counters Whitebeard’s enormous waves with Suppression: Tathagata, then directs the Marines to seal the frozen bay. Akainu’s magma barrage and the wall-mounted guns turn the enclosure into a killing ground 643 647.
When Whitebeard publicly reveals Ace’s parentage, Sengoku leaves the broadcast running. He believes executing the Pirate King’s son will restore the Marines’ standing more effectively than executing a Yonko commander 646.
His conduct becomes openly ruthless when Whitebeard directs a concentrated quake attack at him. Realizing that Whitebeard is avoiding Ace, Sengoku holds Ace in front of himself as a human shield. Whitebeard redirects the strike; both Sengoku and Ace survive with injuries. The broadcast provokes widespread condemnation, and Tsuru remarks on how much he has changed 648 649.
After Loa intervenes, Sengoku withdraws troops to make space for Loa’s duel with Whitebeard. He also orders Luffy restrained when the latter reaches the execution platform 650 651.
Resignation and disputed death
Following the Paramount War, Sengoku assesses the losses, comforts bereaved families, and resigns before the assembled Marines. His wartime behavior has disheartened the troops, and Aokiji succeeds him 665.
A subsequent intelligence report announces Sengoku’s assassination. Akainu publicly accuses Aokiji of forcing him out and poisoning him, using the accusation to divide the Marines 665 667.
Several competing explanations follow:
- Simon’s interpretation: Sengoku intended the collapse of public trust in the Marines to force Turtle Island’s troops into protecting civilians, leaving them too occupied to interfere with the World Government’s army 666.
- Aokiji’s deduction: Sengoku may have killed himself while trying to return the Marines to World Government control without offending Loa. The passage explicitly states that this is a deduction, not proven evidence 668.
- Onigumo’s testimony: Akainu obtained the poison used against Sengoku from World Government agents as part of a plot to seize the Fleet Admiral position; Aokiji was innocent 669.
Another world’s Sengoku
The later passages feature a separate, otherworld counterpart, not a documented resurrection of the retired Sengoku. This Sengoku remains Fleet Admiral and encounters visitors whose account includes the original Sengoku’s history 753 754 755.
- Orders the fleet to retreat three nautical miles from a colossal battleship suspected of being Pluton, forbids unauthorized firing, and sends the Admirals to establish contact rather than attack 751.
- Finds the visitors’ history difficult to accept, but recognizes his own character in their account of the Wise Strategist 755.

Sengoku is usually composed, perceptive, and calculating. He evaluates recruits, conceals sensitive intelligence, and prepares contingencies rather than relying solely on strength. Loa’s growth can still break through his reserve: news of the recruit’s rapid Haki development sends him pacing excitedly around his office 13 103 113.
His traditional loyalty to the World Government initially limits how far he will support his comrades. Even when he cooperates with Loa and Zephyr, he protects the Government’s reputation and rejects treating betrayal as an acceptable solution. His eventual break with the Five Elders is driven by the Marines’ survival and his stated pursuit of peace 187 422 607.
Defeat at Loa’s hands hardens his outlook. He accepts coercive measures he knows conflict with justice, exploits Ace’s lineage for public impact, and ultimately uses the prisoner as a shield. Tsuru explicitly connects his changed attitude to the previous year’s defeat 510 646 648.
His attachment to old comrades survives these compromises. He tries to keep Tsuru out of the battle against Loa so that someone will remain to protect vulnerable soldiers. In less serious moments, Garp’s nose-picking and noisy eating provoke furious arguments—and, once, a Buddha-form slap through the office roof 47 251 510.
