Suicune went to Dragon's Den to find Clair, then ran all the way back to fight Morty, encountered Crystal in Olivine City, and then headed to Cianwood City...
Entei went to save Gold and Silver, carried them at full speed to the Whirl Islands, and then vanished without a trace.
Raikou... who knew where Raikou was going? In any case, it had appeared the fewest times. Aside from showing up once with Falkner, it later appeared in Lt. Surge's hands.
Heiduo did not dare disturb Entei. He could only use Garchomp's Lorenzini Ampulla to keep a close watch on Raikou, waiting until the three had gotten farther apart before intercepting it.
"This is... the direction of Violet City? It's heading there this early?"
Using a compass to identify Raikou's route, Heiduo narrowed his eyes. Could this guy have known about Lt. Surge all along?
Lt. Surge should have been in Union Cave right now, most likely investigating why Team Rocket remnants had been gathered for "unknown reasons," only to run into Crystal.

He lightly patted Garchomp's neck.

Garchomp growled low and accelerated again, diving toward Raikou on the horizon!
In the distance.
Raikou sharply sensed someone chasing it from behind. Its pace unconsciously slowed, and the arcing lightning beneath its paws vanished without a trace. Then, it simply leaped onto a mountain peak and turned around.

The saber-toothed tiger-like Thunder Pokémon let out a deafening roar at Heiduo!
