Fortunately, changes to moves usually went in beneficial directions. Level seven not working did not mean level eight would not. The moment it reached level eight, New Outrage underwent a dramatic transformation, with Shun instantly turning it from a mediocre move into one of Garchomp's core moves.
Unfortunately, when it went from level eight to level nine, the New Outrage Heiduo had placed such high hopes on did not undergo another earth-shaking change. It merely took another small step down the path it was already on.
Hopefully, max-level Outrage would bring another change.
