Organization

The Marines operate through regional branches, warships, and Marine Headquarters. Their documented personnel range from branch officers to Fleet Admiral Kong, who commands major World Government operations. History

During Nico Robin’s flight from the Colombo Family, more than two hundred Marines join the pursuit. Lieutenant Commander Morsambia corners her, but Adams intervenes, defeats the pursuing forces with an earth-based attack, and escapes with Robin. The incident contributes to Adams becoming an open enemy of the World Government. 40

Marine Headquarters later recognizes Adams as a growing threat after he destroys the West Blue’s Five Great Families. Sengoku and Zephyr recommend his first bounty of 100 million Beli, citing an ability comparable to—or potentially stronger than—Shiki’s Float-Float Fruit. 51

The Marines confront the Adams Pirates again during the Flower Country conflict. Tokikake, Momonga, Gion, and Giant Vice Admiral Ronse are held at the coast by Adams’s officers while Adams battles Douglas Bullet inland. Kuzan later intervenes to save Tokikake from execution and clashes with Adams. 107 110 111

At Minion Island, Marines under Tsuru and Gion observe the fighting around Donquixote Doflamingo, Patrick Redfield, and the Adams Pirates. Garp and Sengoku subsequently arrive; Garp fights Adams while Sengoku battles Bullet. Following the incident, Marine Headquarters raises Adams’s bounty to 2 billion Beli due to his ability to learn and imitate combat techniques. 167 175 181 183

In the events surrounding Fisher Tiger, Rear Admiral Strawberry ambushes and arrests Tiger after he returns Koala to Foolshout Island. Borsalino later severely wounds both Tiger and Jinbe before Bullet intervenes. 193 194

The Marines’ conduct varies among individual officers, but the organization is repeatedly depicted enforcing World Government interests over civilian welfare.
