Background / History

Appointment as Third Hokage

Hiruzen was a student of Tobirama Senju and a contemporary of Shimura Danzō. When their group was pursued by Hidden Cloud’s Kinkaku and Ginkaku Force, Hiruzen volunteered to act as a decoy before Danzo did. Tobirama subsequently chose Hiruzen as Hokage, a decision Danzo continued to resent 44 45.

Hiruzen led Konoha for decades, through the First, Second, and Third Shinobi World Wars. His administration did not continue Tobirama’s efforts to dissolve clan divisions by integrating the Senju into the wider village. Sakumo and Fang Xu later criticized his alternative policy of balancing powerful factions, arguing that it allowed those with greater influence to claim more resources 354 361.

Early Interest in Fang Xu

Hiruzen first took renewed notice of Fang Xu while watching his lightning-enhanced movements through a crystal ball. He remembered Fang Xu’s father, Naoto, as a dependable Jonin under his command, but acknowledged that the orphan’s circumstances had been neglected amid village affairs and approaching war 11 13.

During a personal visit, Hiruzen apologized for the classmates who had troubled Fang Xu over his conflict with Asuma, clarified that Asuma had not organized their actions, and increased Fang Xu’s compensation. He also questioned the boy about the Will of Fire and his feelings toward Konoha 12 13.

Impressed by his answers and potential, Hiruzen gave Fang Xu an incomplete Cloud Lightning Body Tempering Technique from the village collection. He called it an investment in a future protector of Konoha and warned him against training beyond his body’s limits. Afterward, Fang Xu sensed a hidden observer and interpreted the surveillance as a check on his response to the gift 14.

Fang Xu’s apprenticeship under Hatake Sakumo soon made Hiruzen more cautious. He feared the political implications of a talented child becoming firmly aligned with the already influential White Fang. Hiruzen approached Tsunade about meeting Fang Xu, but she warned him not to draw a six-year-old into leadership struggles 26 27.

Root Scandal and Sakumo’s Resignation

Hiruzen refused Danzo’s demand to place Fang Xu in Root, insisting that the organization existed by the Hokage’s permission and had no right to seize village children. Nevertheless, he had long tolerated Root’s coercive recruitment because Danzo handled covert work that benefited his administration 39 40 44.

That tolerance became untenable when representatives of the Inuzuka, Yamanaka, Aburame, and other clans demanded records of their missing children. Hiruzen promised an investigation and an answer within three days 65.

At the same time, Sakumo accepted responsibility for a failed mission and resigned as head of the Anbu. Hiruzen outwardly expressed regret but privately welcomed the reduction of Sakumo’s influence, transferring temporary control of the Anbu to the Hokage Office 65 66.

Hiruzen then dismissed Danzo as Hokage Advisor and ordered him to return the people taken from the clans, submit recruitment and casualty records, and cease unauthorized interference. The settlement weakened both Root and Sakumo while shielding the Hokage Office from the public backlash 66 67.

Third Shinobi World War

After intelligence confirmed Sunagakure’s preparations to invade, Hiruzen declared war unavoidable and organized Konoha’s defenses across several fronts 101 102.

Assignment Hiruzen’s decision
Sunagakure Sent Orochimaru with two thousand ninja to establish a defensive line centered on Kikyo Castle 102.
Iwagakure Assigned Danzo five hundred ninja and permitted him to negotiate for Uchiha personnel 102.
Hidden Cloud Sent Jiraiya to monitor its movements 102.
Kirigakure Reinstated Sakumo to command the Hidden Mist Frontline despite Danzo’s objections 102 103.
Logistics Placed medicine, supplies, equipment, and transport coordination under Utatane Koharu 102.
Daimyo support Sent Mitokado Homura to seek assistance from the Land of Fire’s daimyo 102.

Hiruzen’s military decisions also served domestic political aims. He accepted a deployment intended to wear down the Uchiha on the Kirigakure front, despite recognizing Danzo’s motives. He later arranged for Sakumo and Fang Xu to face Hidden Cloud’s strongest forces, simultaneously placing pressure on them and leaving the Uchiha to bear more of the eastern defenses 152 158.

He drew a firmer boundary around the Ninja Academy, rejecting Danzo’s proposal for large-scale early graduation and Root recruitment. When manpower shortages later worsened, Hiruzen and the advisers approved a more restricted plan: qualified graduates would undergo strict assessments, undertake lower-risk missions, and receive instructor protection against Chunin-level or stronger enemies. Hiruzen explicitly denied Asuma special treatment 152 255 256.

After Fang Xu defeated the Third Raikage, Hiruzen recalled him from the front and sent Homura to take over ceasefire negotiations. He instructed Homura to ease compensation demands if necessary to secure Hidden Cloud’s withdrawal 183.

Managing Fang Xu’s Influence

Hiruzen’s concern shifted increasingly from Fang Xu’s development to his independence and prestige. Reports of the boy’s battlefield abilities made him realize that he had never truly established control over him 140.

Their dealings nevertheless remained transactional. Hiruzen fulfilled a promised reward by allowing Fang Xu to select the Multiple Shadow Clone Technique, then exchanged the Spirit Transformation Technique and two tsubo of land for the complete Railgun training method. Fang Xu’s willingness to share the technique reassured him that the boy did not reject Konoha itself 201 202.

Hiruzen also tried to draw Fang Xu into the village’s mission structure as a Genin instructor. Fang Xu initially refused because he intended to study Senjutsu at Shikkotsu Forest; he later accepted a team consisting of Kurenai Yuhi, Uzuki Yugao, and Shizune Kato 256 273 283.

Meanwhile, Hiruzen assigned Kakashi, Obito, and Rin to Minato’s Team 7. He publicly justified Kakashi’s placement as a lesson in teamwork, while Minato recognized it as an attempt to weaken Kakashi’s connection to Fang Xu 282 283.

Resignation and Succession

Resentment spread as frontline ninja concluded that Fang Xu could have ended the war much sooner if the leadership had not sidelined him. Complaints linked unnecessary deaths to Hiruzen’s efforts to suppress rival prestige, while Root’s abuses further damaged confidence in his administration 307 354 356.

Hiruzen admitted that he had failed to end the war promptly and made decisions that caused avoidable losses. He announced his intention to resign, then formally relinquished the Third Hokage position before the representative assembly 358 360 361.

He favored Minato as a successor partly because Minato lacked a powerful clan foundation. Hiruzen expected the advisers, Anbu, and administrative departments to preserve the old leadership’s influence under a younger Hokage 283 361.

That plan failed when Tsunade received more than two-thirds of the assembly’s support. Hiruzen accepted her nomination and agreed to submit the succession documents to the daimyo, though he still hoped their teacher–student bond would allow him to retain advisory authority 362 363.

Transfer of Authority and Academy Appointment

After resigning, Hiruzen and the elders continued withholding authority from Tsunade, leaving her unable to command even the Anbu. Fang Xu confronted them, pinned them down with Conqueror’s Haki, and demanded the transfer of intelligence, administrative, and Anbu authority before nightfall 371 372.

Hiruzen complied and warned Koharu and Homura not to provoke Fang Xu. Privately, he regretted keeping Fang Xu away from the battlefield and acknowledged that this decision had prolonged the war and destroyed public trust 373.

Tsunade appointed him principal of the Ninja Academy. Although he found the loss of status difficult to accept, he agreed to the appointment 373 375.

When Tsunade proposed five-year Hokage terms, evaluations, and reelection, Hiruzen conceded that the system could prevent the problems of prolonged rule. His acceptance also carried a personal hope: rebuilding his reputation at the Academy might eventually allow him to run for Hokage again 375 376.

Personality

Hiruzen presents himself as a patient, encouraging elder. He speaks gently to young ninja, recognizes effort, and repeatedly warns Fang Xu about dangerous training methods. He also welcomes the competitive drive that Fang Xu’s victory awakens in Asuma 13 14 33 203.

His protective instincts coexist with a strong attachment to political authority. He shields Academy students from Root, yet tolerates abuses elsewhere when they serve covert operations or village stability. During the Root scandal, he acts decisively once continued protection of Danzo would threaten the Hokage Office itself 39 40 65 67 152.

Hiruzen is wary of powerful subordinates whose prestige could challenge him. His relief at Sakumo’s resignation and preference for a politically dependent successor reveal that preserving influence remains important even when he speaks of retirement. By the end of the handover, he recognizes his mistakes without entirely abandoning his ambition 66 283 373 376.
